Under the direction of the Court Executive Officer, this position is responsible for the management and administration of fiscal, human resources, administrative, and operational functions as assigned. The position serves as a key member of the court's management team and as such performs complex analytical work and is responsible for developing and administering comprehensive programs and policy. This is a regular, full-time, at-will position and is exempt from the Fair Labor Standards Act.
The following duties are typical of those performed by the incumbent in this classification. However, other duties may also be required.- Preparation and administration of the court's budget.
- Interpretation and implementation of applicable financial and legal regulations.
- Perform technical level account analysis. Preparation and submission of financial statements and reports.
- Conduct regularly scheduled and year end closing of account ledgers and books.
- Plan, organize, and manage fiscal functions including collections, accounts payable and receivable, trust accounting and distribution, audit compliance, financial planning and forecasting, payroll processing and administration.
- Grant administration.
- Administer activities related to procurement and contracts.
- Plan, organize and manage human resource functions including personnel transactions, benefits processing and administration, equal employment opportunity, worker's compensation, and risk management.
- Assist with or plan, organize, and manage human resource functions including recruitment, selection, classification, labor relations, employee development and training, maintaining employee records, discipline, grievances, safety, and compensation as assigned.
- Represent executive management in labor negotiations.
- Perform supervisory duties including hiring and training of staff, assigning work, conducting performance evaluations, participating in disciplinary actions, and resolving employee grievances.
- Supervise assigned fiscal and collections staff.
- Confer with judicial officers, management, and staff to assess operational effectiveness and to implement procedural changes.
- Participate in short and long range planning, policy, and procedure development.
- Review, interpret, and analyze new legislation to determine effects, and implement process changes.
- Recommend, write, and implement court policies and procedures.
- Communicate court policies and procedures to staff, external entities, and the public.
- Communicate and works with external partners and entities. Represent the court in assigned areas.
Any combination of education and experience which would likely produce the desired knowledge, skills, and abilities is qualifying. A desirable combination is as follows:Education: A minimum of a Bachelor's Degree from an accredited college or university in accounting, business or public administration, economics, finance, human resources, or an applicable social science field. Additional fiscal, human resources, and/or court administration education or certification is preferred.
Experience: A minimum of four years of progressively responsible experience in a fiscal, human resources, or administrative capacity. Experience in a trial court or Judicial Branch entity is preferred. Experience in a lead, supervisory, or management capacity is also preferred.
