This is a responsible professional, administrative, and technical position that involves developing, coordinating, and implementing the Emergency Medical Services (EMS) program for the Titusville Fire Department (TFD). The position is responsible for delivering continuing education and in-service EMS training to department personnel and maintaining, with oversight, the ESO patient records management software.
This position reports directly to the Battalion Chief of Administration and customarily exercises considerable discretion and independent judgment in carrying out assigned duties. Responsibilities require the application and integration of technical fire service knowledge, EMS expertise, and instructional training, with significant latitude for decision-making, initiative, and leadership.
The employee in this position is required to wear the department uniform and carry a cellular phone both on and off duty. The individual is accountable for the fulfillment of all duties and the appropriate exercise of authority associated with assigned responsibilities. This position also has indirect responsibility for personnel within the department.
- Oversee and manage departmental EMS operations, programs, and administrative functions.
- Serve as the primary liaison to the Medical Director, ensuring alignment with clinical guidelines, protocols, and quality initiatives.
- Act as the department liaison to the Department of Health (DOH) and ensure compliance with all state and regulatory requirements.
- Administer and oversee department-wide EMS personnel recertification and continuing education processes.
- Coordinate and manage state EMS department renewals and certifications.
- Assist EMS crews, Public Outreach, and Fire Prevention when community paramedicine services are requested.
- Assist with the development and implementation of services to support Titusville citizens.
- Coordinate care with hospitals, nursing services, rehabilitation providers, hospice providers, and conduct follow-up to ensure patient care is continued as needed.
- Coordinate and communicate with the TFD Medical Director.
- Maintain proficiency with ESO reporting software, including data entry oversight, quality assurance, and troubleshooting.
- Manage and maintain the ESO patient records management system, including EMS public records requests.
- Supervise and manage EMS Quality Assurance (QA) personnel and processes.
- Participate in seminars, conferences, and training courses; remain current on technological advances related to firefighting and emergency response activities.
- Participate in daily physical training (PT).
- Manage and oversee the Mobile Integrated Health (MIH) program, including coordination, reporting, evaluation, and the annual operating budget.
- Participate in TFD and City emergency management preparedness and planning activities.
- Attend and participate in management staff meetings and other department and/or City meetings.
- May be assigned projects for coordination, research, development, and/or implementation by the Fire Chief or designee.
- Respond to emergency and/or fire scenes as deployed by the Incident Commander to support scene safety, monitor personnel and fireground safety, and enhance operational efficiency and effectiveness, or perform other assignments as directed by the Incident Commander.
- Use the department-issued cell phone on and off duty and be subject to emergency responses during evenings and weekends.
- Train department personnel alongside the Training Captain in modern methods, techniques, and skills associated with continuing in-service training programs.
- Maintain up-to-date records, accurate personnel files, and complete documentation related to all aspects of the position.
- Demonstrate the ability to think clearly and exercise independent judgment in routine and non-routine situations.
- May represent the City at municipal, county, and state meetings related to training or other areas as determined by the Fire Chief.
- Direct assigned personnel in a realistic, objective, and consistent manner.
- Participate in TFD’s wellness program as prescribed by the Fire Chief.
- Participate in TFD’s vehicle take-home program in accordance with policy, if residing within North Brevard County, and demonstrate a thorough understanding of program allowances and limitations. Participation is subject to vehicle availability.
- May assume the duties and responsibilities of the Battalion Chief of Administration in that person’s absence.
- Practice and enforce Department/Division and City policies and procedures
- Demonstrate the ability to manage and motivate assigned personnel to maximize the efficiency and effectiveness of service delivery by TFD and promote team unity.
- Strive to maintain effective communication between assigned personnel, senior management, county personnel, City employees, and the general public as required by the position.
- Perform other job-related duties consistent with the assigned division responsibilities.
KNOWLEDGE, ABILITIES AND SKILLS- Extensive knowledge of modern EMS methods, including the use and maintenance of rescue equipment within TFD and Brevard County systems
- Considerable knowledge and experience in instructional methodology, course development, and incident command practices
- Knowledge of modern data processing equipment, including audio and visual equipment
- Knowledge of fiscal and personnel management policies and procedures
- Ability to communicate effectively, both orally and in writing
- Ability to plan, assign, evaluate, and direct personnel and/or projects
- Ability to effectively conduct home visits for individuals with limited mobility, including health status checks, medication reconciliation, assessment of nutritional, transportation, and social needs
- Ability to apply analytical skills, interpret data, and develop effective decisions, recommendations, and reports
- Ability to interact professionally with the public, patients, family members, and other healthcare professionals
- Proficiency in Microsoft Office Suite, ESO, and the use of computers and tablets
- Associates degree in related field.
- A minimum of five (5) years of experience in a full-time, career fire department.
- Possession and continued maintenance of a valid State of Florida Paramedic certification at the time of employment.
Preferred Qualifications:- Prior supervisory experience.
- Ability to obtain EMS Instructor A and B certifications within one (1) year of date of hire.
- Ability to obtain applicable American Heart Association (AHA) instructor certifications, including CPR, ACLS, and PALS, within one (1) year of date of hire.
- Obtain Florida Division of State Fire Marshal Fire Officer II certification within one (1) year of date of hire.
- Obtain Florida Fire Instructor I certification within one (1) year of date of hire.
- Possession and continued maintenance of a valid Florida Firefighter Minimum Standards Compliance Certificate at the time of employment.
An equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities to perform the essential functions of the position.
- Must successfully pass the department’s physical agility requirement as a condition of employment and each year after employment.
- Possession and maintenance of a Florida Class E Driver’s License with acceptable driving record. Must successfully pass the City’s medical physical and drug-screening requirements as a condition of employment.
This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City’s current Drugs and Alcohol policy.During occasions of local emergencies, this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s Department Head will make the determination as to who will be required to work.
Residency in North Brevard preferred.
PHYSICAL REQUIREMENTSA considerable amount of associated work is performed outside, at citizen’s homes, and other determined locations. Outside work is frequently performed in unfamiliar locations including emergency conditions which may often involve extreme danger and exertion under stressful and hazardous conditions such as flames, smoke, hazardous materials, cramped conditions, charged or oxygen deficient atmosphere, downed power lines, in and among moving vehicles, and in varying and inclement weather, among others.
- Must be able to wear off assigned bunker gear and effectively perform emergency scene duties.
- Must pass NFPA 1582 physical and medical requirements.
- When at the fire scene, requires good vision, good hearing, ability to distinguish odors, ability to walk, run, drive vehicles, crawl, stoop, push, jump, and use the other emergency and firefighting equipment as required.
- Must be able to climb ladders and stairs to perform or supervise inspections and inspectors and have working knowledge of the tools and procedures typically used in emergency operations and fire prevention.
- Due to the physical nature of this position, fitness and health is of high importance, and daily PT is a requirement.
- Must be able to utilize a computer and/or typewriter keyboard.
