This job description contains two functions: (1) Finance Deputy Director and (2) Internal Audit Deputy Director.
These positions will partner with service teams and operating departments to ensure that Finance and Audit services meet operational needs of the entire enterprise; serve as a strategic leader, manager, implementer and thought leader; and demonstrate an expert ability to collaborate, establish and strengthen partnerships with leaders, managers and staff throughout the organization.
Finance:
The Finance Deputy Director is a senior member of the Finance Department leadership team, reporting to the Director of Finance/Chief Financial Officer (CFO). This position is responsible for leading, supervising and managing financial functions of a designated division within the Finance Department in either the Budgeting and Financial Management Analysis division or the Accounting, Financial Reporting and Payroll division; This position provides financial management to advance the county’s vision, mission, goals and strategic priorities; leading, managing and supervising daily operations of a specific division in the Finance Department with duties that include preparation and adoption of the county operating budget and capital budget consistent with state law and guidelines established by the CFO, County Manager, and County Board; evaluate and recommend budget and financial management strategies to maintain or improve the financial condition of the county; oversee the preparation of annual financial statements, the Comprehensive Annual Financial Report, and audits; develop and implement financial policies, procedures and best practices; manage county payroll operations; serve as acting CFO in the CFO's absence, with all delegated authorities of the CFO; and perform related duties as assigned.

Flexible Workplace:
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Education: Bachelor's Degree in Accounting, Business Administration, Economics, Finance, Public Policy, Public Administration, or equivalent.
Experience: Six years of professional experience in government budget administration, financial administration, accounting administration, or public sector audit; at least three of which must have been in a supervisory or managerial capacity.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: Certified Internal Auditor, if assigned to Audit area.
This is a classified, managerial position that is exempt from the examination and certification requirements. Classified positions, so designated, shall be filled by means of an open application and screening process as stated in section 383A.288 Subd. 6 and the provisions of section 383A.289 of the Personnel Act.
