ABOUT THE SECTION AND TEAM
The Tolling Services and Revenue Section manages daily operations of the FasTrak tolling system, including FasTrak’s Customer Service Center, and oversees toll revenue across facilities operated by the Bay Area Toll Authority (BATA), Bay Area Infrastructure Financing Authority (BAIFA), and partner agencies. The team ensures accurate toll collection and revenue tracking, conducts financial and operational analysis, and supports system audits, implementations, and upgrades

ABOUT THE ROLE
The Business Financial Analyst performs complex financial and operational analysis in support of toll revenue operations for the Bay Area Toll Authority (BATA) and the Bay Area Infrastructure Finance Authority (BAIFA). This role is responsible for auditing toll collection systems, analyzing revenue data, supporting system implementation and upgrades, and serving as a liaison between operational, technical, and financial units. The position requires strong analytical skills, independent judgment, and the ability to translate data into actionable insights.

Revenue Analysis & Reporting

  • Audit toll collection systems for BATA and BAIFA by performing quantitative analysis of technical performance data to identify trends, discrepancies, and potential system issues.
  • Perform complex data analysis to compile, reconcile, and report daily, weekly, and monthly toll revenue.
  • Identify data anomalies, investigate root causes, and recommend corrective actions.
  • Prepare financial and operational reports for management review.
  • Assist in the design and development of interactive revenue dashboards using Power BI, Tableau, or similar BI tools to monitor toll revenue and key performance indicators.
  • Independently manage analytical assignments, organize findings, and complete projects with minimal supervision.

Toll System Upgrades & Projects

  • Assist with toll system upgrades and replacements, including documentation review, system design input, system acceptance testing (SAT), and implementation support.
  • Develop project strategies and recommend practical, data-driven solutions.
  • Participate in operational and project management meetings; coordinate across departments to support project milestones.
  • Collaborate with long-term vendors and third-party service providers to ensure performance standards and contractual requirements are met.

Cross-Functional Liaison

  • Serve as a liaison between finance, operations, IT, engineering, and other key agency units that rely on toll and financial data.
  • Communicate analytical findings clearly to both technical and non-technical stakeholders.
  • Support data governance and consistency across departments.

KNOWLEDGE, SKILLS, AND ABILITIES


The ideal candidate will have the following knowledge, skills, and abilities:

Knowledge of:

  • Toll collection systems and revenue operations.
  • Basics of express lanes and/or toll road policies and regulatory requirements.
  • Financial reporting principles and revenue reconciliation practices.
  • Data analytics tools (SQL, Excel, Power BI, Tableau, etc.).
  • Project management fundamentals and system implementation processes.

Skills and Abilities
  • Lead and perform complex financial and operational analysis.
  • Interpret large datasets and identify meaningful trends and discrepancies.
  • Develop dashboards, reports, and data visualizations.
  • Communicate technical concepts clearly and effectively.
  • Manage multiple priorities and meet deadlines.
  • Work independently and collaboratively in a team environment.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:


Education and Experience:Equivalent to a bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related field and five (5) years of increasingly responsible professional accounting or financial analysis experience.Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.


PREFERRED QUALIFICATIONS

  • Bachelor’s degree from an accredited college or university in Finance, Accounting, Economics, Business Administration, Data Analytics, or a closely related field.
  • Three (3) or more years of progressively responsible experience in financial analysis, revenue analysis, transportation systems, or related analytical work.
  • Experience with toll systems, transportation agencies, or public sector finance is preferred.
