GENERAL STATEMENT OF DUTIES
This position is responsible for oversight, supervision, and management of the daily operations of the Family Justice Center, a one-stop-shop for victims of child, elder, and adult domestic and sexual violence. With locations in Greensboro and High Point, the FJC is a walk-in crisis center assisting over 11,000 individuals annually with various programs or services. There is a designated Family Justice Center Manager for each FJC location. The Family Justice Center Manager is essential to the complex professional operations of the Center as this position oversees a team of County employees and works collaboratively with a multitude of community partners providing leadership, oversight, management, and consultation to ensure a variety of quality services are delivered.

DISTINGUISING FEATURES OF THIS CLASS
The Family Justice Center Manager provides operational oversight and direct supervision to the FJC Navigators, Administrative Assistants, and all volunteers and student interns to ensure the delivery of services and compliance with established FJC policies, procedures, and best practices. The Family Justice Center Manager is a leader in collaboration and a liaison for various government and nonprofit leaders including local jurisdictions, various public and private entities including, Judges, Clerk of Clerk, law enforcement leadership, community-based agency leaders, and support other departments of the County government. In addition, the Family Justice Center Manager is also responsible for program evaluation, data management and analysis, assisting with writing and managing the department's local, state, and federal grants as well as other diverse funding sources. DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
  • Leads and oversees complex FJC operations, which includes establishing, coordinating, and evaluating policies, programs and procedures to achieve and enhance countywide service delivery.
  • Develops programs and resources to enhance service delivery.
  • Serves as an ambassador of the FJC by delivering presentations and leading outreach efforts to a variety of audiences including survivors, stakeholders, community partners, and the public
  • Manages and supervises department staff, and selects, trains, and supervises volunteers site partners and student interns.
  • Collaborates, consults, and coordinates with various government entities including law enforcement, social services, EMS, and public health along with a multitude of community nonprofits. This includes staffing cases as well as facilitating leadership meetings and focused trainings with internal and external stakeholders.
  • Oversees grant management and administration, which includes grant writing, overseeing the preparation of reimbursement requests and budgeting, data and statistical reporting, and analysis.
  • Develops and oversees operational budget and makes recommendations to the Director.

Knowledge, Skills, and Abilities
  • Project Management: Independent in overseeing routine operational procedures and engaging others in tasks to completion. Monitor metrics and workflows in an effort to be proactive in identifying challenges and implementing solutions. Exercises sound judgement in decision making and engagement of leadership and/or stakeholders regarding important matters.
  • Collaboration and Communication: Exceptional interpersonal communication (written and oral) and organizational skills. Experience facilitating, organizing, managing and mobilizing community partners to achieve systems change. Demonstrated ability to lead effectively in collaborative environments across organizations and/or in partnerships.
  • Crisis and Behavioral Management Techniques: Program development, staff management, training, and consultation to program managers/staff. Thorough knowledge of, and skill in, the fields of child abuse, domestic violence, sexual assault, and elder abuse. Knowledge of the operations and functions of other legal, safety, social, and judicial related agencies.
  • Conflict Resolution and Facilitation: Demonstrated ability to mediate conflict, experience negotiating and coordinating services amongst a diverse range of public and private agencies, and ability to develop and facilitate professional-level training and education.
  • Analytical and Interpretive skills: Ability to develop and implement innovative solutions and best practices for integrated, high quality service delivery.
  • Staff Management and Program Development: Ability to supervise, plan, coordinate, and evaluate the work of others.
  • Grants Management, Data Analysis, and Budget Management: Ability to develop narrative and statistical reports for internal and external publication, experience with state and federal grants administration including overseeing administrative staff preparing monthly reimbursements, grant statistical reporting, and grant preparation.
  • Knowledge of Community Resources - Program development and consultation, assisting with referrals and establishing and maintaining professional relationships with community partner agencies.
  • Marketing and Outreach: Develop social media and website content. Develop, coordinate, and conduct professional trainings and focused community outreach programming.
  • Performs related duties as required.
MINIMUM QUALIFICATIONS
Master’s degree from an accredited school in social work, human services, law enforcement, legal services, or public administration and three years of experience working with victims of domestic and sexual violence, which includes two years of supervisory experience, OR a four year degree from an accredited college or university in social work, human services, law enforcement, legal services, or public administration and five years of experience working with victims of domestic and sexual violence, which includes two years of supervisory experience.

PREFERRED QUALIFICATIONS
Knowledge of domestic and sexual violence and the provision of crisis intervention services.? Experience organizing, building, and facilitating community partnerships and conducting community outreach and engagement strongly preferred.

This position requires excellent communication, interpersonal, problem solving, project management and organizational skills. This position also requires the ability to coordinate extensively with a diverse range of community partners including law enforcement, criminal justice, social service agencies and other systems that impact service delivery for victims of child abuse, domestic and sexual violence, and elder abuse. SUPPLEMENTAL INFORMATION:

Physical Demands:
An employee in this position must be able to physically perform the basic life operational functions such as walking, typing, standing, reaching. The employee must be able to perform sedentary work.

Working Conditions:
Work consists of an office environment. No adverse environmental conditions.

Reporting Relationship:
The FJC Manager reports directly to the FJC Director.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
