Facility Operations Manager

Location: STAR Center, 7887 Bryan Dairy Road, Largo, FL

Schedule: Monday - Friday, 7:00 am - 3:30 pm. Some after hours emergency response required

This is a highly responsible administrative, technical, and supervisory position in planning, organizing, and directing the maintenance, construction, and remodeling operations at the Young-Rainey Science Technology and Research (STAR) Center facility owned by the Pinellas County Industrial Development Authority and managed and maintained by the County’s Economic Development Department.

This position plans and administers comprehensive programs for repair and maintenance of facilities and grounds, is responsible for monitoring various service contracts, and assigns and reviews the work of a team of skilled craftworkers and administrative personnel. Work is performed under the general supervision of the STAR Center program division director, but considerable independent judgment is exercised in carrying out the daily operations.

What Would You Do?

  • Hires, trains, and supervises direct reports and conducts performance evaluations. Ensures technical and professional development of team members and provides them with the tools needed to perform their duties
  • Coordinates work schedules and stand-by/after-hours of direct reports for 24/7 monitoring of facility
  • Outsource services to contractors as required by law or when more cost effective to do so. Oversees service contracts
  • Establishes and maintains good working relationships and regularly meets with building tenants to address maintenance concerns and utility needs
  • Responds to tenant matters in a prompt, professional and knowledgeable manner
  • Assures maintenance and repairs of facility’s buildings, site, and infrastructure
  • Reviews and responds to alarms and environmental controls on automated building management systems and fire alarm systems
  • Works with on-site facility engineer to prepare for capital improvement projects
  • Solid understanding of indoor environmental quality assessments, mold evaluations, asbestos surveys, and proper storage and disposal of chemicals, electronics, etc. Maintains logs in compliance with all facility operational and environmental permits.
  • Conducts routine inspections on the property and buildings. Maintains updated building condition assessments for budget development.
  • Investigates maintenance and facility concerns, troubleshoots, and recommends solutions
  • Establishes and implements work priorities via a computerized work control system, tracks, trends and reports maintenance and operations performance
  • Prepares the facility ahead of adverse conditions, monitors the facility during an event, and restores the facility’s infrastructure as quickly and safely as possible
  • Performs related work as assigned or required

What Do You Need To Have?

  • 5 years of skilled trade’s experience that includes 2 years of supervisory level skilled trade’s experience
  • A professionally certified facility/property manager plus three (3) years of skilled trade’s experience to include 2 years of supervisory level skilled trade’s experience, or
  • Associate degree in engineering, science, business, public administration, or a related field plus 3 years of skilled trade’s experience to include 2 years of supervisory level skilled trade’s experience, or
  • Bachelor's degree and 2 years of supervisory level skilled trade’s experience, or
  • An equivalent combination of education, training and/or experience
  • Florida Driver's License upon hire
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations

Highly Desirable

  • Construction Project Management skills
  • MS Office Suite skills
  • Knowledge of Florida Building Codes
  • Knowledge of OSHA standards
  • Knowledge of NFPA codes and standards
  • Building Management Systems (Direct Digital Controls) experience

Knowledge, Skills, and Abilities

  • Knowledge of standard methods, practices, materials, tools, equipment and codes and regulations pertaining to building, mechanical, electrical, air conditioning and other technical trades
  • Knowledge of occupational hazards, safety precautions and effective supervisory techniques
  • Knowledge of principles and procedures of record keeping
  • Ability to apply computer applications and software
  • Ability to communicate effectively, both orally and in writing
  • Ability to plan, schedule, assign, supervise and inspect trade’s work
  • Ability to read and work from plans and schematics, keep accurate records, and prepare and submit accurate reports
  • Ability to establish and maintain effective working relationships
