FACILITIES AND BUILDING MAINTENANCE MANAGER 2026-03040

This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require the employee to demonstrate leadership competencies by exhibiting appropriate role modeling, and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of his or her own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

1. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies, procedures and applicable laws.
2. Plan, administer and supervise janitorial and routine building maintenance services, including electrical, plumbing and HVAC.
3. Coordinate any new construction or remodeling with supervisor.
4. Follow all City policies in connection with project development and implementation.
5. Prepare and present items to City Council for approval as required.
6. Coordinate with supervisor to evaluate tasks and determine what work can be completed in house.
7. Ensure appropriate purchasing procedures are followed for the procurement of supplies, equipment and contractual services. Prepare bid specifications as required.
8. Oversee the performance of outside contractors to ensure quality results.
9. Review and evaluate requests for repairs on City-owned buildings that are occupied by various non-profit agencies. Determine what repairs will be made and make necessary assignments.
10. Prepare the budget for the Facilities Management Division.
11. Oversee all accounts within division programs, monitor overtime expenses and ensure purchases are within budgeted amounts.
12. Complete required quarterly budget reports. Request budget adjustments when necessary. Secure financing for projects or ensure funding is in place.
13. Serve as ADA Coordinator for accessibility issues. Receive and address accessibility complaints. Maintain an updated facilities self-evaluation plan and a transition plan for corrective measures.
14. In collaboration with supervisor and other department heads, create and maintain public facing information that identifies wayfinding, public departmental entrances, and publicly accessible features of each building within the downtown campus. Install and maintain physical wayfinding signage in-keeping with city brand guidelines and regional wayfinding designs where appropriate.
15. Perform other duties as assigned.

1. High school diploma or GED is required. Five years of related experience and a minimum of three years of management experience is required. Specialized training in the building trades and/or related college courses is preferred.
2. Valid Driver's License.
3. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. § 21-15-103.
4. Effectively communicate with others orally and in writing, at times under complex conditions that require good judgment.
5. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints.
6. Ability to define problems, collect data, establish facts and draw valid conclusions.
7. Ability to interpret an extensive variety of technical instructions in math form or diagram form and deal with several abstract and concrete variables.
8. Ability to apply concepts of basic algebra and geometry.
9. Must be proficient in the use of a computer and related software programs. Must be able to effectively operate standard office equipment.
10. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds.
11. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts; high precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions and risk of electrical shock and risk of vibration. The noise level in the work environment is sometimes loud.
