The starting salary range for this position is $106,252.38 - $122,190.24, depending on qualifications

This is a high- level position responsible for assisting with administering the day-to-day operations of the Risk Management Department. The incumbent will assist with administering the activities of General Liability, Workers’ Compensation, Insurance Procurement, Property Liability, and Claims Administration. The incumbent reports to the Director of Risk Management and it requires considerable initiative and the use of independent judgment. This position serves as an advisor and consultant in the resolution of moderately complex insurance matters. Work is characterized by complexity, frequency, and heavy work volume. An individual in this position functions in an administrative capacity carrying out special projects as assigned by the Director. Facilitates the development of public trust and confidence in the City.


This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Assist with reviewing and recommending Risk Control and Claim policies.
  • Assist with recommending funding levels to the Self Insurance and Insurance Trust Fund.
  • Assist in budget development, procurement activities, and vendor contract coordination in alignment with the City purchasing policies.
  • Coordinate complex claims and litigation strategies in collaboration with legal counsel, insurers and department leadership
  • Lead and track cross-department risk and safety projects, ensuring timelines, budgets and performance benchmarks are met.
  • Provide clear, data-driven reports and recommendations to senior leadership, identifying trends, risks, and actionable strategies.
  • Draft executive summaries, internal memos, Council updates, and department-level reports on behalf of the Director.
  • Assist with evaluating, negotiating and recommending vendors which may provide services for the City of Port St. Lucie as it relates to risk management functions.
  • Supervise and monitor staff activities to ensure maximum productivity at minimal costs.
  • Assist with short- and long-range planning strategies.
  • Attend meetings representing the City as it concerns Risk Management.
  • Oversee the handling of Workers’ Compensation claims. Works in concert with Risk Management staff, department staff, and Third-Party Administrator (TPA) to ensure quality medical treatment, and a timely return to work.
  • Oversee the City’s D.O.T. Substance Abuse Random and Safety Sensitive Testing Program.
  • Provide updates for the insurance property schedule, as needed for renewals.
  • Review department contracts and agreements for proper insurance language.
  • Maintains information and records of a highly sensitive and confidential nature.
  • Assist with the administration of insurance policies such as Crime, Liability, Workers’ Compensation, Flood, Public Official, Drone, Terrorism, Cyber, Employment practices, Equipment breakdown, etc.
  • Consults with and advises departmental officials, employees, and TPA on the City’s Risk Management programs, its rules, regulations, procedures, and insurance liability.
  • Investigates accidents, at times with TPA, and may recommend preventative measures to be adopted by department heads.
  • Review, as needed, Liquor Liability Insurance for individuals and/or groups having liquor/beer/wine at or on a City-owned property or facility.
  • In the absence of the Director, serve as backup to the Director of Risk Management.
  • Serve on City’s Emergency Management Team.
  • On-call 24 / 7 to respond to injury or incidents involving city personnel, city property and or liability issues, as needed.
  • Other duties as may be assigned.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited college or university with an Associate of Risk Management (ARM) required. Graduation from an accredited college or university with a Bachelor’s Degree of Management, Public Administration or related field required. Graduation from an accredited college or university with a Master’s Degree of Public Administration, Risk Management or related field preferred. Minimum of five (5) years’ experience in risk management, occupational safety, insurance or related fields required. Possession of a valid driver’s license and maintenance of a clean driving record required, with the ability to obtain a valid Florida driver’s license within 30 days from date if hire.

A comparable amount of training, education, or experience may be substituted for the minimum requirements.
