Equipment Operator Supervisor

GENERAL STATEMENT OF JOB

Under general supervision, this position supervises city drainage maintenance activities. Work involves assigning and supervising the operation of motorized equipment, hand and power tools for the purpose of cleaning ditches and repairing cave-ins. Reports to the Assistant Director of Public Works.


ESSENTIAL JOB FUNCTIONS

Provides on-site direction and supervision of a crew consisting of Laborers and Equipment Operators engaged in work assignments for ditch and drainage maintenance; assigns vehicles, inspects the work of staff during and at the completion of assignment; assures proper safety precautions are adhered to during maintenance and repair work; performs routine checks and preventive maintenance on equipment, and identifies and reports equipment malfunctions.

Ensures the safety of city equipment, private property, and others by following proper safety procedures, watching for pedestrians, private property, overhead utility lines and other utilities or obstructions; establishes systems for ensuring city and department personnel policies and procedures are appropriately administered; travels throughout city to identify potential flooding conditions such as ditches, cave-ins, and drain structures needing maintenance or repair; supervises snow removal operations.

Responsible for monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing work and related activities.

Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.

PERFORMANCE INDICATORS

Stormwater Services: Knowledge of the principles, practices and procedures used in maintaining and repairing storm drainage construction.

Equipment Operation: Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment.

Safety: Knowledge of occupational hazards, safety precautions, and safety regulations related to equipment operation and general construction work. Knowledge of traffic laws and regulations governing the operation of equipment.

Interpersonal Relationships/Customer Service: Develops and maintains cooperative and professional relationships with employees, representatives from other departments and organizations, and the public.

Judgment/Decision Making: Uses logic and reasoning to understand, analyze, and evaluate situations and exercise good judgment to make appropriate decisions.

Communication: Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally and in writing.

Time Management: Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology.

EDUCATION & EXPERIENCE

Requires high school diploma or the equivalent, and 3 -5 years of progressively responsible experience in drainage maintenance, or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Must have 3 - 5 years of supervisory experience.

SPECIAL REQUIREMENTS

Requires a Commercial Driver's License (CDL).

An acceptable general background check to include a local and state criminal history check and sex offender registry check.

This position requires pre-employment medical evaluation and substance abuse testing and is subject to random alcohol and controlled substance testing.

The job is considered “Essential Personnel” and requires attendance and work during and following natural disasters and emergency situations.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIREDTO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Requires the physical flexibility to inspect conditions and repair work on ditches and drainage structures. Requires the ability to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Physical demand requirements are for Medium Work.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving information and assignments from supervisor.

Language Ability: Requires the ability to read work orders, policy manuals, zoning maps and administrative forms. Requires the ability to complete work orders, production reports, vehicle maintenance forms, leave slips and time sheets using prescribed format and conforming to all rules of grammar, punctuation, diction and style. Requires the ability to speak to people with poise, voice control and confidence.

Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral diagrammatic or schedule form.

Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently using Standard English.

Numerical Aptitude: Requires the ability to utilize mathematical formulas. Must be able to add, subtract, multiply and divide.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using equipment used in drainage maintenance and mosquito control.

Manual Dexterity: Requires the ability to handle a variety of items, such as equipment used to maintain ditches and drains. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress and when confronted with persons acting under stress (emergency situations).

Physical Communication: Requires the ability to talk and/or hear: (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
