The
Office of the San Bernardino County Auditor-Controller/Treasurer/Tax Collector (ATC) is seeking an
Enterprise Information Technology Solutions Manager* with proven experience managing large IT projects, applications and business support, and systems implementation and development projects. The candidate must also have excellent leadership, organizational, and customer relations skills.
As an
Enterprise Information Technology Solutions Manager*, you will not only be a supervisory and management leader, but also a strategic planner and innovator. You will lead teams in providing complex and advanced business systems analysis, database management, application architecture, and application programming. This role offers a unique opportunity to architect and develop enterprise frameworks, database platforms, and online solutions, and to be an integral part of our change management process, driving innovation and growth.
Incumbents are subject matter experts in:
- Overseeing technical and software initiatives that may result in the selection of third-party software or the development of custom-built application solutions in accordance with standard Software Development Life Cycles.
- Managing large, complex IT projects utilizing Agile and Scrum methodologies, leading cross-function teams related to technology projects and business objectives, and managing project scope, timelines, budget, and resources.
- Serving as a liaison between various countywide departments and county IT providers; are subject matter experts in gathering business requirements, makes presentations to business management, and administration.
- Managing software frameworks and practices that take into consideration multi-department requirements, security, and data recovery.
- Providing insight into countywide strategic initiatives and decision-making; implementing change management and quality control.
- Driving cost savings, business continuity, and risk avoidance related to policies, standard practices, enterprise licensing, multi-department requirements, security and data recovery, department regulations, and potential impacts to countywide infrastructure.
- Managing Business Applications Managers, Enterprise Application Developers, Business Systems Analysts, and other development team members.

- Microsoft Enterprise Platforms (AD, O365, etc.)
- Enterprise Storage SAN/NAS
- Enterprise Content Management (Web, Document, etc.)
- Enterprise GIS Platform
- Enterprise Virtualization Platform (VMWare, Hyper-V, etc.)
- Enterprise OS Platforms (Windows, Linux, etc.)
- Enterprise Project Management Platforms (JIRA/Confluence, Microsoft Project, etc.)
Qualifying experience may include performing duties equivalent to theSan Bernardino County Business Applications Manager classificationorSan Bernardino County Systems Support Supervisor classification and above.LEADERSHIP:Must possess three (3) years providing full-scope supervision to automated/business systems analysts, programmers, or comparable positions engaged in technology operations, systems management, or the development or assessment of business application/systems. Must include a minimum of two (2) years managing large-scale enterprise infrastructure or application development projects, business application project management using systems development methodology.
Experience may be concurrent.EDUCATION:Must possess sixty (60) semester (90 quarter) units of completed college-level courses in information technology, computer science, software engineering/programming, or a closely related field.Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.NOTE:Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.(Must be attached if applicable.)For education evaluation services, refer toNaces.A Bachelor's degree in information technology, computer science, software engineering/programming, or a closely related field is preferred.
