ET I:Moderately difficult, professional technical engineering work responsible for the preparation of design documents for extensions, repairs, modifications and retirements of utility facilities. Reports to the Utility Designer. ET II: Moderately difficult, professional technical work responsible for the preparation of design documents for extensions, repairs, modifications and retirements of utility facilities. Reports to the Utility Designer. ET III: Complex, professional technical work responsible for the preparation of design documents for extensions, repairs, modifications and retirements of utility facilities. Including medium to large project management and field inspection responsibilities for utility construction projects. Reports to the Supervising or Electrical Engineer.

ET I: Responsible for design, permitting and preparation of AutoCAD plans for utility improvements and/or modifications to the electric, gas, or fiber systems under direct supervision. Independently develops layouts, plans, and profiles in connection with extensions, services, system improvements, and utility modifications using AutoCAD products. Searches for and locates sources of information such as field survey notes, general construction plans, and roadway modification plans. Prepares permit applications for the appropriate governing authorities. Reviews work of Drafting Technicians or others. Responsible for assisting in the training of Drafting Technician Trainees and new Drafting Technicians in the use of AutoCAD for designing new utilities and modifications or adjustments to utilities. Assist department staff in training for various other tasks as required. Responsible for management of small to medium utility construction projects. Prepares material take-offs and cost estimates. Assists with writing specifications for utility plans. Prepares easements and sketches for utility construction. Effectively uses legal descriptions and other related documents to prepare easement documentation with a high degree of accuracy and consistency. Uses GPS equipment to collect field data and design staking. Assists in field data collection and surveying of FPUA electric, gas, and fiber assets utilizing a variety of resources and technologies such as GPS, specialized mobile GIS devices, digital imagery, and field notes. Works with Department Engineers, Transmission and Distribution staff, Electric Operations, and GIS staff to determine modifications that need to be made in the GIS data and ensuring the data meet current standard designs, practices, and mapping standards. Performs measurements and tests in the field to verify the design and operation of engineered systems. Able to identify facilities that may be impacted by construction designs, including but not limited to water, wastewater, drainage, and communications facilities. Performs routine editing of features and attributes in the GIS using the ESRI ArcGIS Platform and other softwares as required. Performs other routine office duties as assigned.
ET II: Communicate daily with developers, contractors, architects, engineers, regulatory agencies, Inspectors, Customer Service, Materials Management, Electric T&D, ITS and W&WW Engineering Departments. Calculates applicable charges such as Contribution In-Aid (CIA), and engineering review fees. Manages and approves materials, inspections, permits, and construction of new services for an assigned geographic territory. Responsible for design, permitting and preparation of AutoCAD plans for utility improvements and/or modifications to the electric, gas, or fiber systems under direct supervision. Independently develops layouts, plans, and profiles in connection with extensions, services, system improvements, and utility modifications using AutoCAD products. Searches for and locates sources of information such as field survey notes, general construction plans, and roadway modification plans. Responsible for assisting in the training of Drafting Technician Trainees and new Drafting Technicians in the use of AutoCAD for designing new utilities and modifications or adjustments to utilities. Manages budget of assigned projects to include, but not limited to, the recommendation of budget transfers, unit price contractor purchase order transfers and other related budget tasks. Prepares permit applications for the appropriate governing authorities. Reviews work of Drafting Technicians or others. Review roadway plans (FDOT, City and County) and prepare utility plan mark ups (RGB), utility work schedule (UWS), utility work estimate (UWE) and utility work agreements (UWA) for electric, gas and fiber optic utilities. Responsible for assisting in the training of Drafting Technician Trainees and new Drafting Technicians in the use of AutoCAD for designing new utilities and modifications or adjustments to utilities. Assist department staff in training as a senior member of the department for various other tasks as required. Responsible for management of medium to large utility construction and roadway improvement projects. Prepares material take-offs and cost estimates. Assists with writing specifications for utility plans. Assists Supervising Engineer and staff engineers in developing an electric system model, including training of technical staff in the use of engineering analysis and other related software. Assists Supervising Engineer or Electrical Engineer in power quality investigations, including supplying analysis and construction design support if necessary. Prepares easements and sketches for utility construction. Effectively uses legal descriptions and other related documents to prepare easement documentation with a high degree of accuracy and consistency. Develops and reviews AutoCAD standards. Assists in field data collection and surveying of FPUA electric, gas, and fiber assets utilizing a variety of resources and technologies such as GPS, specialized mobile GIS devices, digital imagery, and field notes. Works with Department Engineers, Transmission and Distribution staff, Electric Operations, and GIS staff to determine modifications that need to be made in the GIS data and ensuring the data meet current standard designs, practices, and mapping standards. Performs measurements and tests in the field to verify the design and operation of engineered systems. Identifies facilities that may be impacted by construction designs, including but not limited to water, wastewater, drainage, and communications facilities. Recommends designs to Engineers, Developers, and Contractors to solve issues of constructability, serviceability, and cost effectiveness during the planning, design review and construction phases of projects and reviews all in-house designs for the same criteria. Degree) and two years of satisfactory experience as a Drafting Technician. Ability to pass basic Microsoft Word and Microsoft Excel test with a score of at least 70%. Must be proficient in the use of AutoCAD and its associated programs. Must have working knowledge of the latest version of AutoCAD; experience in other associated AutoCAD programs like Civil 3D and Revit are a plus. When considering new job applicants, a comparable amount of training, education and experience may be substituted in lieu of some of the minimum education qualifications.
