Perform sub-professional engineering work in planning, plat review, design review and construction of public works projects. Manage right of way permit process.
1. Performs research and provides assistance with Citizen and Contractor inquiries regarding utility locations, construction standards, plating requirements, plan interpretation, inquiries including field verification and code review.
2. Reviews submission of plats and development plans for completeness. Provides sub-professional review and scheduling to have plats and development plans on schedule for efficient and speedy review to meet code.
3. Prepares and review project specifications and material quantities to make sure all required sections match the project needs. Aids project managers in review and implementation of specifications.
4. Manages, processes, reviews, inspects and enforces Right of Way permits to ensure compliance with appropriate ordinances under the supervision of a Senior Engineer.
5. Coordinates communication.
6. Responds to complaints from property owners, contractors, employees, and elected officials.
7. Prepares standard construction details under the supervision of a Senior Engineer.
8. Prepares drafting services in AutoCAD and Manages CAD Licenses for the Engineering staff. Works with GIS team.
9. Provides appropriate emergency response for franchise utility issues.
10. Monitors city Right of way for abandoned or unsafe franchise utility.
11. Assists inspection staff to enforce traffic control set up and implementation within the public Right of Way.
12. Performs related duties as directed by supervisor.
13. Regular and timely attendance is required for this position.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
High school diploma plus three years of similar experience in civil engineering or completion of 60 college credits in general engineering related courses (drafting, surveying, design, etc.) or a Civil Engineering Degree from an accredited university.
Good working knowledge of Drafting, plan review AutoCad, math, field surveying and cost estimating preferred.
Must pass a Federal/National criminal background check.
Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
Must pass a pre-employment drug screen.
