The overall function of this position is to serve as a laboratory lead worker for a staff of engineering technicians or related positions engaged in a wide variety of work at a District Laboratory. The position is in the Monroe District 05/Engineering Section/Unit 155/District Laboratory of the Department of Transportation and Development and report directly to the Engineering Technician 7 supervisor in the laboratory. The incumbent will participate in DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

- Knowledge to perform complex and specialized sampling and laboratory testing procedures in the following areas: hot mix asphalt, soils classification, concrete and aggregates.
- Knowledge in the interpretation of data and test results to determine the acceptability of contractor-provided materials.
- Possession of valid LA DOTD Laboratory Operations Certification (Required for current laboratory personnel for promotion - others will be required to obtain within two years after appointment)
- Ability to operate a state vehicle for district-wide and statewide travel to perform duties or attend meetings and/or training.
- Ability to perform duties during nighttime construction operations.
- Equipment utilized in the performance of duties includes cell phone, computers, specialized software packages used by LA DOTD, laboratory testing equipment related to HMA, soils, aggregate and concrete sampling and testing.
Possession of a high school diploma or GED plus three years of sub-professional engineering experience; ORSix months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus three years of sub-professional engineering experience; OREighteen semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics.The official job specifications for this role, as defined by the State Civil Service, can be found

Job Duties:
The job duties for this position include but are not limited to the following:
- Serves as lead worker for conducting all field operations, record checks and project audits by the District 05 Laboratory. Perform complex tasks in the Field Operations Unit for conducting all subsurface soil surveys for design, shallow borings for acceptance, and construction verification for both DOTD and FHWA Independent Assurance testing.
- Reviews and reports base and surface course acceptance measurements in the nine parish District.
- Performs sampling and testing as needed in all areas of the Laboratory (HMA, soil properties, concrete testing and aggregate testing).
- Compiles test results and analyze data to determine material properties, ensure compliance of materials with quality assurance requirements, and trouble shoots problem areas related to construction and maintenance materials requirements.
- Aids Engineering Technician 7 and guidance for the materials quality assurance office operations and equipment inventory. Leads and coordinates project materials quality documentation records audit for all construction projects in District 05. Checks 2059 submittals within District 05 for accuracy and completeness.
- Trains lower-level technicians on laboratory testing procedures, which include coordinating, scheduling, and evaluating the training of District Laboratory personnel.
- Assists in coordinating work assignments and prioritizing activities with an emphasis on workload, construction coordination, and effective use of laboratory personnel in each unit. Provide input for performance evaluations of engineering technicians.
- Assists, coordinates and performs routine and specialized calibration, maintenance, and certification of sampling and testing equipment. Responsible for the calibration, maintenance and certification of nuclear density testing gages used by the Laboratory, Project Engineer units and Contractor Field Laboratories.

Appointment Type: Promotional
Compensation: Starting hourly rate is $24.04/hr and the maximum is 43.28. This position is eligible for premium pay for every hour worked: $2.00/hour
Work Schedule: Work hours are 7:45 am - 4:15 pm, Monday-Friday
