The city of Las Vegas invites applications for Engineering Project Manager. This position coordinates, manages and administers various city engineering programs and projects; prepares and administers the city's five-year capital improvement program; coordinates programs and projects with other city departments and outside agencies; and provides highly responsible staff assistance to the assigned division manager or section supervisor.
The City EngineerDivision has current vacancies for the Engineering Project Manager, in the Capital Project Management and Construction Management Sections.
A detailed resume is required in order to submit your application.The ideal candidate for the Capital Project Management section has experience coordinating, managing and administering various division programs and projects; implementing the city's five-year capital improvement program; coordinating programs and projects with other city departments, utility companies, and outside agencies; reviewing and recommending approval of plans, specifications, cost estimates, and related studies. The candidate is also experienced in negotiating and preparing professional services contracts and/or other similar contracts; supervising and guiding consultants and staff; handling project finances and budgets; managing and developing in-house design projects; construction management project control and document control; managing project schedules; assisting Construction Management in resolving conflicts that arise during construction; and presenting technical information to various forums.
Construction Management
The ideal candidate for the Construction Management section is a seasoned professional engineer with a construction background. The candidate possesses a keen ability to read and interpret engineering plans and specifications accurately, while bringing valuable experience in construction techniques and material testing. Collaboration with design engineers, contractors, inspectors, permit agencies, and construction management staff is necessary. The candidate is adept at overseeing capital improvement project construction schedules, day-to-day operations and is able to facilitate conflict resolution. Day-to-day work includes processing construction submittals, Requests for Information (RFI), construction change orders, and monthly payments. Skills also include excellent communication, enabling them to present technical information effectively to various forums.
Supervision Received and ExercisedReceives general direction from higher level management staff.
Acts as a formal supervisor, exercising direct supervision, including selecting new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees.
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.
Eligible List
You must score 70% or higher on the written examination to be placed on the eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.
Selection Process
Final candidate selection will include list placement and may include a hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.

Experience:
One year of professional (post-license) civil engineering experience in one or more of the following areas, depending on assignment: sanitary sewer planning, transportation planning, roadway planning, construction management, design, wastewater treatment design, flood control engineering or traffic engineering.
Training:
Bachelor's degree from an accredited college or university with a major in civil engineering, or a field closely related to the essential functions.
May substitute combination of equivalent education and experience. The city assesses 1.5 years of fulltime related experience as equivalent to one year of education.
Licenses and Certifications:
Possession of a valid driver's license on the date of application, and maintenance thereafter.
Possession of a valid certificate of registration as a licensed civil engineer in any state on the date of application, and acquisition of certificate as a licensed civil engineer in the state of Nevada within six months of the date of appointment, and maintenance thereafter.
For Traffic Engineering assignments: Possession of a Professional Traffic Operations Engineer certification from the Transportation Professional Certification Board, Inc., is desirable.

When assigned to City Engineer Division: Engineering design and construction guidelines and requirements including Clark County Uniform Standard Drawings and Specifications, American Association of State Highway and Transportation (AASHTO) standards, the Manual on Uniform Traffic Control Devices (MUTCD), the Design and Construction Standards for Wastewater Collection Systems (DCSWCS), surveying principles and standards, the evaluation of geotechnical data and reports, and construction material testing results.
When assigned to Flood Control: Engineering software related to flood control engineering, such as HEC-1, HEC-RAS, WSPG, Culvert Master, Flow Master, ArcGIS, AutoCAD and other industry standard drainage software.
When assigned to the Traffic Engineering Division: the Manual on Uniform Traffic Control Devices (MUTCD); the American Association of State Highway and Transportation Officials (AASHTO) standards; traffic modeling software.
When assigned to the Environmental Division: Environmental regulations and requirements pertaining to wastewater treatment or water treatment plant design.
