Program & Project Engineering Manager

The City of Virginia Beach is recruiting for a team player to join Public Works Engineering to support implementation of the City’s stormwater pollution prevention programs and water quality improvement projects as required through the MS4 Permit, otherwise known as a Municipal Separate Storm Sewer System. The selected candidate will be part of a team of talented staff working in the Stormwater Management Regulatory division and will support implementation of stormwater pollution prevention programs associated with city operations and private industrial operations within the city as well as pollution prevention and water quality improvement projects.

This position may be classified as an Engineer I ($62,857.60 - $97,427.20), Engineer II ($69,298.32 - $107,412.40) or an Engineer III ($80,221.47 - $124,343.28) depending on qualifications, licensure and experience of the selected applicant. Representative work duties include but are not limited to:

  • Manage pollution prevention programs associated with city operations under the City Facilities and Industrial High Risk Runoff requirements of the MS4 permit. Responsibilities include management of Stormwater Pollution Prevention Plans at identified city facilities, perform site inspections, review inspection reports, and provide staff training.

  • Develop and update standard operating procedures

  • Manage design and construction of stormwater pollution prevention and water quality improvement projects

  • Coordinate with staff in various city departments and outside agencies

  • Contract management

  • Communicate with City departments and the public

  • Perform related work as required.

Minimum Requirements:

Engineer I Minimums: Requires a Bachelors degree in engineering or closely related field, or an Associate's Degree with six (6) years of progressive experience of engineering level work.

Engineer II Minimums: Requires a Bachelor’s degree in engineering or closely related field with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience

Engineer III Minimums: Requires a Bachelor’s degree in engineering or closely related field with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience.

Engineer I/II/III Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

The successful candidate will have the ability to organize preparation of and write accurate and useful reports from large amounts of complex information, use GIS data, prepare and maintain accurate records using SharePoint, and prepare and present oral and written reports. Experience in water resources management, inspections and field work, municipal operations, project management and contract administration, and stormwater management facility design is preferred.
