This is professional entry-level engineering work in the office and field involving the design, construction, inspection, and project management of less complex municipal resilience and public works projects.
Work entails the evaluation, selection, and application of standard engineering techniques, procedures, and criteria to the design of resilience and public works projects. An employee may also be responsible for developing and implementing Storm Water System improvements and activities as part of the Storm Water Management Program (SWMP) under the National Pollutant Discharge Elimination System (NPDES) permit. An employee may perform a variety of engineering plan reviews for land development projects related to right-of-way improvements and the review of utility plans for permit issuance. An employee will use sound professional and independent judgment in making minor adaptations and modifications to assigned projects which have clear and specified objectives. Supervision may be exercised over subordinate engineering technicians and/or clerical personnel. An employee reports to a higher engineering classification Registered Professional Engineer who reviews and approves completed work. Work will also be reviewed for conformity to project requirements and specifications for signing and sealing by the responsible Registered Professional Engineer. This job is not of a routine, clerical or ministerial nature.Designs less complex municipal resilience and public works projects; prepares and examines preliminary and final plans, preliminary cost estimates, and specifications.
Acts as project manager after completion of design phase of assigned project; conducts field investigations concerning general construction in progress; researches underground utility records and engineering plans to support field investigations.
Inspects construction of resilience and public works projects for conformity to specifications; may supervise subordinate engineering technicians assigned to project.
Researches and investigates variables which may affect projects; makes minor adaptations and modifications as needed; refers problems involving higher complexity to an engineering superior.
Assists in the formulation of financial and legal documents and/or contracts for assigned projects between the City and private contractors; composes bid forms which accompanies construction specifications delivered to private bidders.
Conducts flow measurements using electronic equipment and water quality sampling for field kit and laboratory analysis.
Prepares reports and permit applications suitable for submission to federal, state and/or local agencies. Prepares, monitors, and coordinates contracts for related environmental issues, such as storm sewer rebuilding and retrofitting, underground or surface contamination remediation, and removal/installation of above and below ground City owned fuel systems.
Coordinates and participates in storm sewer illicit connection detection with City and County inspectors.
Coordinates and participates in inspections of storm sewer systems, reported flooding conditions, and/or storm sewer maintenance activities with City and County inspectors.
Gives routine information to the public concerning resilience and public works projects in progress.
Applies appropriate personnel policies pertaining to approval or disapproval of leave request and overtime authorizations; initiates appropriate disciplinary actions and evaluates subordinate employee performance.
Performs other related work as required.
Bachelor’s degree in Engineering, Construction Management, Architecture, or closely related field and six (6) months experiencein the practice of engineering.

Equivalent combination of education and experience beyond a high school diploma or its equivalentand six (6) months of the required experience.

A valid Driver’s License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid throughout employment in the classification.
Depending upon department needs, special certification or a Master's degree in a specific discipline, such as Environmental Engineering, Electrical Engineering, Civil Engineering, or other engineering area, may be required.
