About this position:

The overall function of this position is managing a District construction unit, such as directing and supervising highway and bridge construction, survey activities, contract administration, quality assurance, material management, and associated functions of a construction unit including supervising employees in the Project Engineer’s office engaged in construction work with DOTD.


This position is in District 61 and reports to theEngineer 7/District Area Engineer.



Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Job Duties:

  • Leads and coordinates construction activities for major highway and bridge projects, ensuring compliance with FHWA and DOTD standards, contract requirements, and quality expectations.
  • Oversees contract enforcement, inspections, testing, and documentation to ensure projects meet specifications and are completed fairly and accurately.
  • Supervises, trains, and evaluates engineers and technicians, managing staffing, performance reviews, and professional development.
  • Directs construction operations across diverse infrastructure projects, including roads, bridges, drainage systems, and asphalt facilities, often on 24/7 schedules.
  • Collaborates daily with contractors to address project progress, scheduling (CPM), change orders, and traffic control, resolving issues as they arise.
  • Organizes pre-construction meetings with stakeholders to plan project execution and mitigate risks.
  • Reviews and approves project estimates, payments, and final documentation, ensuring accurate financial and project tracking.
  • Ensures compliance with safety, environmental, and regulatory requirements, including erosion control, hazardous materials, and traffic management.
  • Develops and approves change orders to address design errors, construction challenges, and environmental concerns within authorized limits.
  • Serves as a liaison with the public, officials, and agencies, handling complaints, providing updates, issuing press releases, and representing projects in meetings or legal matters.



Position- Specific Details:

Appointment Type:This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Compensation:This position has a Special Entrance Rate of $3316.00 biweekly/$41.45 hourly

Licensing Requirements:Must have a current Louisiana Professional Engineering License.
