Electrical / Mechanical Specialist

An individual in this position performs a variety of skilled technical work in the repairs, building, operations, maintenance of county-owned water plants, wells, wastewater plants, collections system and associated buildings and equipment. The incumbent also operates a boom truck to pull pumps and motors for repair and/or replacement.

Placement in job classification will be dependent upon the license, certifications, and years of experience held by the employee and/or the selected applicant.

The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Electrical/Mechanical Specialist Trainee Duties
  • Assists in the installation, modification, maintenance and repair of a variety of electrical equipment (fractional to 100 horse-power motors, generators, control panels, motor control centers, HVAC systems, water and wastewater processing equipment) under the guidance of the Electrical/Mechanical Specialist.
  • Assists in the installation, modification, maintenance, and repair of water distribution systems, wastewater collection systems and wastewater treatment plant systems (electric valves, check valves, altitude valves, submersible pumps, vertical turbine, centrifugal pumps, high service hydro-constant pumps, aeration equipment, mixers, mechanical bar screens, etc.) under the guidance of the Electrical/Mechanical Specialist.
  • Assists with the engineering, designing, and drawing of electrical and mechanical schematics for water, wastewater and collection systems.
  • Assists in the installation, modification, maintenance, repair, and calibration of flow meters, transmitters, telemetry, chlorination controllers, level meters, D.O. meters, chart recorders, etc.
  • Assists in the upgrade, rebuilding and rehabilitation of pump stations, treatment plants, and equipment that has become obsolete or inefficient.
  • Troubleshoots electrical, electronic, mechanical, and hydraulic systems.
  • Assists with emergency repairs on water and wastewater systems equipment and facilities as necessary.
  • Maintains records on plant equipment, pump stations and wells for repair and maintenance purposes.
  • Troubleshoots electrical / pump problems, repairs, or replaces as needed on a daily basis.
  • May operate heavy equipment.
  • Regular attendance

Electrical/Mechanical Specialist I Duties
  • Installs, modifies, maintains, and repairs water distribution systems, wastewater collection systems and wastewater treatment plant systems (electric valves, check valves, altitude valves, submersible pumps, vertical turbine, centrifugal pumps, high service hydro-constant pumps, aeration equipment, mixers, mechanical bar screens, etc.)
  • Operates heavy equipment, forklifts and boom truck to pull pumps and motors for repair and/or replacement.
  • Engineers, designs and draws electrical and mechanical schematics for water, wastewater and collection systems.
  • Fabricates control panels, motor-control centers, and electrical distribution systems.
  • Installs, modifies, maintains, repairs, and calibrates flow meters, transmitters, telemetry, chlorination controllers, level meters, D.O. meters, chart recorders, etc.
  • Upgrades, rebuilds and rehabilitates pump stations, treatment plants, and equipment that has become obsolete or inefficient.
  • Troubleshoots electrical, electronic, mechanical, and hydraulic systems.
  • Troubleshoots and repairs Air Conditioning Systems.
  • Performs emergency repair on water and wastewater systems equipment and facilities as necessary.
  • Maintains records on plant equipment, pump stations and wells for repair and maintenance purposes.
  • Troubleshoots, repairs, or replaces Variable speed drives (VFD’S).
  • Programs Programmable logic controllers (PLC), Flow Meters, Variable speed drives, Chart Recorders, Automatic valves, Data Flow System, etc.,
  • Performs antenna installation, repair, and testing for Data Flow Telemetry System.
  • Performs on-call duty on a rotating basis.
  • Assists with boot inspection and performance tests on new and modified computer systems.
  • Assists management in reviewing plans, specifications, drawings of new construction, and rehabilitation projects.
  • Assists plant Operators with routine maintenance as needed.
  • Operates heavy equipment.
  • Regular Attendance is required for this position.


Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval.Grade 4 ($19.55-$25.42)
Electrical/Mechanical Specialist Trainee
  • High school graduate or equivalent (GED).
  • One (1) year of experience in the installation, repair and maintenance of electrical, mechanical, and plumbing; or an acceptable combination of training and experience.
  • Must possess and maintain a valid Florida Class E Driver's License with a good driving record as defined by current insurance carrier.
  • Must possess or be capable of obtaining FEMA ICS 100, ICS 200 within 30 days of employment or promotion date.

Grade 7 ($23.60-$33.04)
Electrical/Mechanical Specialist I
  • High school graduate or equivalent (GED).
  • Two (2) years of progressive electrical and mechanical experience in the installation, repair and maintenance of water and wastewater utility systems.
  • Knowledge of all phases of Electrical, Mechanical, Plumbing, and building skills.
  • Must possess and maintain a valid Florida Driver's E License with a good driving record as defined by current insurance carrier.
  • Must possess or be capable of obtaining FEMA ICS 100, ICS 200 within 30 days of employment or promotion date.
A combination of education, training and experience may be substituted at the County's discretion.

Special Requirements
  • This position is subject to the Hepatitis B Vaccine and other vaccines when required.
  • Ability to work weekends, holidays, and after normal work hours in case of emergencies or call-out.

Required Competencies
  • Ability to gain knowledge of County, State, OSHA electrical, safety and building codes, rules and regulations.
  • Knowledge of safe and efficient use of hand and power tools.
  • Ability to gain knowledge of the proper use of electrical test equipment.
  • Ability to assist in the design, draw and interpretation of electrical and mechanical schematics and prints.
  • Ability to assist in the repair, maintenance, and service to electrical equipment.
  • Ability to assist in the installation of electrical, electronic and mechanical equipment for water and wastewater facilities.
  • Ability to determine construction requirements and materials.
  • Ability to do plumbing repairs and modifications.
  • Ability to maintain maintenance and performance records.
  • Ability to prioritize tasks and correct problems accordingly.
  • Capable of learning and understanding testing equipment (i.e., VOM meters, meggers, ground resistance meters, capacitance meters, milliamp generators, amp probes, phase rotation meters).
  • Ability to gain knowledge of all phases of electrical, mechanical, plumbing, and building skills.
Physical Requirements/Work Environment
  • Balancing, climbing, crawling, crouching, use of hands, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, visual acuity, and walking.
  • The work is very heavy work: Exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
  • Work inside and outside under hazardous conditions, dust, fumes, and heat. Works with high and low voltage electricity. Noise of operating machinery.
