Role Description
The Director, Regulatory Strategy serves as a key strategic advisor and external representative for the Association, developing and executing regulatory and legislative initiatives that advance member interests. This role works collaboratively with the President & CEO, and Vice President & General Counsel to shape the Association’s approach to regulatory and legislative matters, with particular emphasis on consumer affairs and strategic external engagement. This role will engage with the Pennsylvania Public Utility Commission, other state agencies, and legislative leaders; and provide strategic and policy advice/guidance to various Association committees and working groups.
Key Responsibilities
Regulatory Strategy & Advocacy
- Design, develop, and implement comprehensive regulatory strategies in collaboration with executive leadership.
- Lead the preparation and submission of Association comments in Commission proceedings.
- Serve as the Association’s representative and subject matter expert before regulatory bodies including the Commission, Department of Environmental Protection, and Department of Human Services.
- Monitor and analyze regulatory and legislative developments and provide strategic recommendations on potential impacts to members.
- Maintain comprehensive knowledge of regulatory policy trends affecting members.
External Affairs & Stakeholder Engagement
- Represent the Association in public forums, regulatory hearings, and industry events.
- Build and maintain productive relationships with regulatory leaders, legislators, consumer advocates, and other key stakeholders.
- Support the Association’s legislative initiatives, including drafting and presenting testimony, developing legislation, and responding to legislative inquiries.
- Serve as media spokesperson on regulatory and consumer affairs matters when appropriate.
- Collaborate with external communications partners on strategic messaging, social media presence, and marketing initiatives.
Consumer Affairs Leadership
- Serve as primary Association liaison and subject matter expert for the Consumer Service Committee.
- Oversee the Association’s involvement in various state programs and initiatives.
- Represents the Association on the DHS LIHEAP Advisory Committee.
- Monitors and analyzes consumer-related trends and develops responsive policy positions.
Research & Member Support
- Conduct internal and external research on emerging issues affecting the utility industry.
- Respond to member inquiries on Association activities and positions.
- Compile data and perform analysis to identify actionable opportunities and support advocacy initiatives. Field specialized information requests from Board.
- Maintain the Association’s knowledge repository on regulatory precedents and consumer issue developments.
What We’re Looking For:
- Bachelor’s degree in business, economics, political science, or other related discipline.
- Minimum 5-10 years of experience in regulatory or legislative affairs, communications, or other related fields.
- Policy experience in regulatory and/or legislative processes.
- Strong written and verbal communication skills, with experience presenting to diverse audiences.
- Strategic and creative thinking capability with strong analytical and problem-solving skills.
- Proven ability to build relationships with stakeholders at all levels.
- Effective interpersonal skills to interface with state and federal commissioners, staff, and other stakeholders.
- Strong organizational and planning skills.
- Advanced degree is preferred, along with data visualization and reporting experience.
