As a departmental division manager, responsible for all operations of the Manatee County Public Library System, consisting of 7 libraries, the Little discovery Center, Bookmobile and over 85+ employees. Ensures effective and efficient delivery of traditional library services within the framework established by Board of County Commissioners approved Vision, Mission and County Strategic Plan, inter-local or other agreements, plans, policies and the Manatee County Public Library Board of Trustees.

Working Conditions

Develops and recommends annual plan of service and long-range plan to ensure the library remains focused on activities and services that address needs and interests of the community. Ensures effective collaboration with the Library Board, the Board of County Commissioners vision, mission and strategic plan and the community to inform and gather public input into the plan for the library's future.
Ensures Library policies, programs, and procedures work toward established goals in order to meet the diverse needs and interests of Manatee County communities. This includes policies on the purchase of library materials in order to maintain an up-to-date collection.
Keeps technology-based services up to date in order to remain on the cutting edge of new formats and technological opportunities. Monitors trends and incorporates creative concepts to keep the libraries on the forefront of innovation.
Provides the best possible library facilities to the community through ensured building maintenance, renovation, and a vision for new facilities.
Builds and maintains effective and harmonious relationships with a wide variety of governing boards, foundations and other funders, community and civic groups, and cultural organizations in order to maximize community efforts towards common initiatives and improve and enhance the lives of people in Manatee County.
Maintains the Library's role as a vital part of the community by being active in local, state, and national groups and meetings through active attendance and public speaking.
Oversees creation and implementation of public relations programs for the libraries that are designed to enhance the public image of the library system and showcase services and events offered by the libraries and other county divisions and departments.
Provides direction to management staff, mentors and guides those managers. Sets goals and objectives for team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure Library goals are aligned with the County's Strategic Plan, are met and high-quality customer service is maintained. Hires, trains, develops and mentors assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.
Works alongside Sports and Leisure Services Department management to set the mission and vision of Manatee Libraries in alignment with the County's Strategic Plan. Ensures cooperative working relationships with other county functions.
Creates an organizational culture that builds collaboration, creativity and experience, and uses the knowledge and abilities of others in order to make the best use of the wealth of knowledge and skills available to the system.
Directs the preparation and administration of the library's budget. Ensures compliance with County purchasing rules and guarantees efficient and effective use of available funds.
Responsible for regulatory compliance to ensure that all work is completed in accordance with applicable laws and government regulations. Reports needed information to State as needed.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.
Must meet minimum requirements as set forth in Chapter 257.17(2)(a) Florida Statutes and Chapter 1B-2.011(2)(a) Florida Administrative Code.
Master's degree in library information science from a degree program accredited by the American Library Association.
Seven (7) or more years progressively responsible administrative experience in a public or university library system to include a minimum of two (2) years full-time paid professional experience, after completion of the library education program, in a public library that is open to the public for a minimum of 40 hours per week.
Previous management experience required.
Other advanced degrees in public or business administration desired.
Executive management experience in a large, diverse urban library system is highly desired.
