MajorDuties

  • Serves as a Contract Specialist for major acquisitions supporting the ITC business portfolio that includes, but not limited to, telecommunication services, IT Schedule Contract and government-wide acquisition programs that are characterized by large funding levels with a minimum commitment period of five years. Performs pre-award and post-award functions that involve the full range of acquisition and contract administration activities. Serves as an advisor to ITC program officials in procurement planning meetings. Advises program officials of procurement objectives and assists program managers in the preparation of statements of work. Incumbent prepares and issues determination and findings and Requests for Proposals. When required, the incumbent prepares and signs sole source justifications. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Issues necessary amendments to the statement of work to clarify questions concerning such topics as a change in requirements, language ambiguities or clarification of contract clauses. As required by the lack of meaningful cost and price information, explores new or innovative contracting approaches to arrive at an equitable contract arrangement. Plans a comprehensive negotiation strategy, and coordinates strategy with the technical experts from the respective program area. Leads the negotiations with the contractors to develop contract terms and conditions while negotiating fair and reasonable prices prior to awarding the contract. Performs contract administration activities, including developing contract modifications, negotiating changes, exercising contract options, investigating and resolving any contract delays, monitoring contractor performance, negotiating and settling claims and disputes and terminating contracts for the convenience of the Government or for default by the contractor. Reviews completed contract files to determine that all contractual actions are satisfied, that there are no pending administrative or legal actions to be resolved, that all file documents are signed, and that the contract documentation is complete.

Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Evaluations

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of Federal and agency procurement objectives, policies, manuals and regulations, national and worldwide contract laws and procedures applicable to the acquisition and contract administration of a wide range of highly technical, complex IT equipment, systems and services. Knowledge of contract types, methods of contracting and techniques, including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards and special provisions relating to proprietary rights and rights in data. Skill in negotiation techniques to conduct contract negotiations, and to meet and deal with high-level business, industry, and/or Government officials in representation of the organization. Knowledge of the principles of acquisition planning, sufficient to develop and implement a plan to procure multiyear contracts for highly technical information technology equipment, systems and services. Knowledge of contract administration and termination techniques, sufficient to administer and close out contracts. Demonstration of these KSAs must be supported by your resume.
