Highly responsible administrative, supervisory, and professional engineering work in the planning, design, construction, maintenance, and operation of a variety of Public Works functions.
Supervises personnel in the Construction Management team, with proven leadership skills and ability to delegate work.
Has a thorough knowledge and understanding of construction methods, safety and building codes, contracts and blueprints.
Interfaces and collaborates effectively with the design, construction and regulatory entities to minimize delays, emergencies or other issues, and to promote timely construction of the projects.
Is able to estimate work effort, time and resources needed to execute a construction job.
Plans work for the team; manages schedules, resource allocations, ensures project remain within budget and on schedule
Thorough knowledge of engineering design, construction, and regulatory requirements
Instructs, trains, and supervises personnel in all aspects of public works engineering
Reviews plans prepared by the State Road Department and the County Public Works Department for highways and other facilities within the City and coordinates city work with these agencies
Reviews, evaluates, and reports on City construction, engineering, or utility service operations
Recommends technical standards for inclusion in specifications for public works construction
Provides strategic planning level and detailed design input
Performs related work as required
Performs the duties of a Project Engineer and a Principal Engineer, when required
Communicates clearly, concisely, and comprehensibly in both written and verbal format
Minimum of four years' experience in the functional area individual is managing (i.e. Engineering Design, Construction Management, or Regulatory Compliance) Registered as a Professional Engineer by the State of Florida
Thorough knowledge of the principles and practices of engineering, surveying, design, construction, maintenance, and operation or major Public Works projects and facilities such as: roads, bridges, water, sewer, drainage works, traffic, and coastal protection facilities
Thorough knowledge of the principles and practices of engineering surveys
Considerable knowledge of laws and regulations applicable to design and construction of Public Works projects
Ability to instruct, train, and supervise personnel in all aspects of Public Works engineering
Capable of signing and sealing engineering drawings and documents in accordance with the rules of the Florida Board of Professional Engineers and Florida Statute 61G15-23
Possess a minimum of 5 years of experience in construction management of roads, water, sewer and stormwater systems.
