ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
EXECUTIVE SUMMARY: This role is responsible for being the primary owner’s representative, on behalf of the City, for bond-funded capital projects and serves as a liaison between the construction team, the administration (Mayor, CFO, COS) and the relevant department heads.
Other essential duties of this position include the following:
1. Manage the overall process for assigned construction projects from the planning phase through conceptual and final design, bidding, construction, and project closeout.
2. Coordinate with Development Services and Public Works Divisions for project entitlement and permitting as necessary. Serve as the project representative at Planning Commission, City Council, and other public meetings as necessary.
3. Develop timelines for project completion and ensure they are met.
4. Manage the bid preparation and the selection process of outside contractors including, but not limited, to architects, engineers, contract managers, and construction contractors when needed.
5. In collaboration with legal counsel, review and negotiate contractual agreements.
6. Establish a process for regular, on-going collaboration amongst a variety of internal and external stakeholders across multiple departments, including receiving and relaying departmental feedback to ensure a shared knowledge of project updates.
7. Ensure projects are designed and brought to completion in a manner that supports the intended use.
8. Initiate and oversee the value engineering process which includes coordinating with departmental subject matter experts to ensure operational needs are met and long-term maintenance is considered.
9. Review plans and specifications for assigned construction projects.
10. Maintain comprehensive project documentation and provide regular, high-level status reports to stakeholders.
11. Monitor project budgets to ensure project expenses are within budget and manage contract change orders as needed.
12. Ensure that contractors and vendors meet the requirements and goals of the bond and capital programs.
13. Serve as a consultant on facility improvement projects and assist with long-term site planning.
14. Perform other duties as assigned.

1. Bachelor’s degree from an accredited college or university in architecture, engineering or a related field with five years of related experience and four years of construction management experience is required. Prior experience in contract management and administration is desirable. Familiarity with LEED building strategies and practices as related to building operations and maintenance is a plus.2. Valid Driver’s License.3. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. §21-15-103.4. Must comply with FBI Criminal Justice Information System (CJIS) requirements within 2 weeks of employment.5. Effectively communicate with others orally and in writing, at times under complex conditions that require good judgment.6. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints.7. Ability to make clear, effective presentations to top management, the management of outside agencies and City Council.8. Ability to define problems, collect data, establish facts and draw valid conclusions.9. Ability to lead multiple projects concurrently and effectively manage a team.10. Must be proficient in the use of a computer and related software programs with proficiency utilizing word processing and spreadsheet applications. Must be able to effectively operate standard office equipment.11. While performing the functions of this job, the employee is regularly required to talk and hear. The employee is occasionally required to traverse uneven terrain such as construction sites.
