Assists the Assistant Fire Chief in managing the Training Division and overseeing compliance of the City’s Fire Department to ensure that the department is prepared at all times for response to fires and other emergency situations.

  • Selects, supervises, and evaluates assigned staff
    • Establishes work rules and performance standards and initiates and implements disciplinary actions as warranted
    • Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands
  • Develops, maintains, schedules, and administers Texas Commission on Fire Protection compliant training programs on Structural Firefighter, Hazardous Materials Technician, Driver Operator – Pumper, Driver Operator – Aerial, Fire Officer, Fire Instructor and other programs
    • Schedules, coordinates and conducts, personally and with station level instructors, continuing education training hours to meet the Texas Commission on Fire Protection and Texas Department of Health Services requirements
    • Maintains training, compliance and equipment records for planned or impromptu inspections by the Texas Commission on Fire Protection and Texas Department of State Health Services
    • Maintains training aids, lesson plans, and training records
    • Schedules formal training with Federal Emergency Management Administration, National Fire Academy, Texas A&M Engineering Extension Service (TEEX) or any recognized Federal, state or private sector training organization, as may be necessary, to maintain the highest level of readiness for any request for emergency services within the City of Rosenberg’s jurisdiction
  • Coordinates and conducts testing for the fire department Phase program
  • Assists the Fire Chef and Assistant Fire Chief in the overall management duties of the department including planning, budgeting, staffing and all other organizations activities
    • Personnel actions including, but not limited to, hiring, promotion, demotion, disciplinary actions and dismissal
    • Assuring an effective communication system exists regarding department personnel and related public safety and protection organizations
    • Makes recommendations for necessary changes to rules and procedures required for the efficient and effective operation of the department
    • Serves as command in any major emergency in the absence of the Fire Chief, Assistant Fire Chief, or Shift Battalion Chief
    • Maintains effective communications with the Assistant Fire Chief, keeping them fully apprised of departmental needs, significant personnel issues and any other serious or potentially serious issue involving the department
  • Fully trained in the use of all firefighting and rescue equipment and related procedures.
  • Ensures that staff is assigned in a manner that maximizes public protection
  • Assures that subordinate managers, supervisors and employees are provided copies and made familiar with City policies and procedures and held accountable for compliance
  • Responsible for assuring that all equipment is properly maintained and in full operating condition at all times
  • Approves work schedules and leave requests from department personnel
  • Has the authority to call off-duty personnel back to duty in the event of a major situation that, in their judgment, warrants such action
  • May represent the department before the public, special groups and the City Council
  • Performs on going risk management analysis of fire department operations and make recommendations for improvement
  • Performs other job duties as assigned
  • Associate’s degree in fire science, business management, public administration, or a closely related field
  • Eight (8) years paid full-time experience in firefighting experience
  • Four (4) years paid full-time supervisory experience

Internal Candidates (no education):
  • Ten (10) years paid full-time progressively responsible experience in fire prevention and fire suppression (2 years of experience in lieu of 1 year of college education.)
  • Five (5) years paid full-time supervisory experience.
  • Valid Class A or Class B (exempt) Texas Driver’s License
  • Driver/Operator Pumper Certification in accordance with the Texas Commission on Fire Protection through Texas Administrative Code §433.1
  • Firefighter Advanced Certificate in accordance with Texas Commission on Fire Protection through Texas Administrative Code §423.7
  • Current Fire Officer II certification in accordance with Texas Commission on Fire Protection through Texas Administrative Code §451.201. This position will require Fire Officer III certification within 18 months of accepting job offer.
  • Current Instructor II certification in accordance with Texas Commission on Fire Protection through Texas Administrative Code §425.5. Instructor III is preferred and will be required within 18 months of accepting job offer
  • Current EMT Basic Certification from Texas Department of State Health Services or National Registry
  • NIMS ICS 300 and 400
