**Note: This position will be filled as a Code Enforcement Officer I or II based on candidate experience and qualifications. The compensation range listed encompasses both classifications.**

Under the direction of the Director of Planning and Community Development and with day-to-day guidance from the Chief Building Official and the Planning and Zoning Administrator, the Code Enforcement Officer is responsible for performing on-site field inspections to ensure compliance with applicable City zoning and property maintenance codes. Position requires regular and reliable attendance.

Essential Functions:For purposes of 42 USC 12101
Code Enforcement Officer I:
  1. Assists in the enforcement of City Zoning Regulations including enforcement of sign codes, building setbacks, exterior lighting ordinances, landscaping, noise, dust, storage of junk, weeds and high grass and other zoning related issues.
  2. Performs inspections of existing buildings to ensure property is maintained to the minimum standard of the City's adopted Property Maintenance Code.
  3. Patrols the City and identifies code violations.
  4. Provides assistance and services related to issuing permits via the City's public counter.
  5. Advises public, attorneys, engineers, and architects of code requirements.
  6. Assists, as needed, in the review of applications for development.
  7. Utilizes the City's permitting and enforcement software in performing the functions of the job.
  8. Compiles and publishes monthly reports of activity to communicate and document the effectiveness of code enforcement activities.
  9. Answers customer question via phone and responds or directs them to the appropriate department.
  10. Performs other duties as assigned.

Code Enforcement Officer II:
(in addition to the essential functions of the Code Enforcement Officer I)
  1. Manages and supervises all assigned employees (e.g., schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; recommends discipline; evaluates performance; approves and recommends the approval of leave requests).
  2. Works with the City's legal counsel to prepare, file and attend court hearings to represent the City's interest in non-compliance cases brought before the court.
  3. Establishes effective working relationships with other departments, prosecutors and Judges, homeowners’ associations, and rental property management companies.
  4. Drafts legislation as directed related to code adoption, legislative actions required to perform code enforcement and the like.
  5. Prepares and administers contracts for consultant services to perform code required activities such as mowing, property clean up, demolition, etc.
  6. Suggests process and code improvements to leadership for consideration within department mission and directive.

Physical Requirements
  1. Most work is accomplished in an outdoor construction environment that may involve climbing, crawling, exposure to adverse weather conditions, or potential personal danger.
  2. Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate effectively via telephone or in person.
  3. Sufficient visual acuity, with or without reasonable accommodation, which permits inspection work of projects and the ability to operate a vehicle and computer equipment.
  4. Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a vehicle and computerized equipment including tablets and mobile devices.
  5. Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to lift and carry objects, up to twenty-five (25) pounds for varying distances, to work in an office environment and to perform field inspections.

Equipment Operated
Computer, copier, phone, motor vehicle, digital camera, and other standard/modern office equipment; computer software (e.g., Microsoft Office, CityWorks, Mitel Connect, Google Maps, City and County GIS, and other applicable computer software).
Code Enforcement Officer I:
  1. Completion of secondary education or equivalent (high school diploma or GED).
  2. One or more years of high-quality experience in municipal code enforcement.
  3. AACE or ICC Zoning and Housing Enforcement Certification preferred but must be obtained within six months of hire date.
  4. Must possess and maintain a valid State of Ohio Motor Vehicle Driver's License and ability to maintain insurability under the City’s vehicle insurance policy.
  5. Regular and reliable attendance
  6. Any combination of training and experience which will indicate the possession of the skills, knowledge and abilities listed below.
Code Enforcement Officer II:
(In addition to the training, experience and qualifications for Code Enforcement I)
  1. Team leadership or supervisory experience preferred.
