Code Compliance Officer

The City of McMinnville is hiring a Code Compliance Officer. The Code Compliance Officer works under the supervision of the Community Development Director and performs a variety of professional, technical, and administrative work in the development, coordination, and execution of the code compliance program.

Responsibilities include, but are not limited to, the enforcement of laws, regulations, and codes to abate nuisances, protect zoning, support public safety, preserve property maintenance, sanitation, and health. Primary responsibilities are responding to and investigating complaints, conducting property inspections, issuing notices of violations, and communicating with the public to encourage good neighbor practices to achieve sustainable compliance through cooperation and support, utilizing legal enforcement when necessary.

  1. Customer Service and Community Relations
    1. Responds to complaints of possible code violations from the public, city staff, and others in a professional and courteous manner.
    2. Interprets and explains City codes, ordinance, policies, and procedures to the public, city staff and others.
    3. Works with property owners, who are sometimes agitated, to voluntarily mitigate violations using tack and diplomacy and to preserve positive neighbor relations.

  1. Enforcement
    1. Investigates possible violations by conducting on-site inspections and conducting research to determine if violations exist.
    2. Issues courtesy notices and notices of violations to property owners and tenants explaining the nature of the violation and the time frame to achieve compliance.
    3. Administers legal enforcement such as citations, warrants and abatements when voluntary compliance is not achieved.

  1. Administrative
    1. Maintains computerized records of case activities including initial complaints, inspection activities, violation notices, enforcement activities, and compliance.
    2. Utilizes calendar and tracking systems to ensure cases are followed up on in a timely manner.
    3. Periodically assists Lead Code Compliance Officer in preparing periodic activity reports for the Department and City Council and educational material for the public.

GENERAL JOB FUNCTIONS:

  • Participate in committees when requested.
  • Maintain proficiency in job requirements which may include attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain confidentiality, data integrity, and comply with all related city, state, and federal standards related to confidentiality.

Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be a high school degree with an additional one (1) year of related training and at least six (6) months of related experience. This position also requires:

Knowledge of:

  • City government and the impact of enforcement actions.
  • Applicable laws, code, and zoning ordinances.
  • General office procedures, including spelling, grammar, punctuation and math.
  • Operation of standard office equipment, including data entry equipment; telephone etiquette; and word processing software.

Skill and Ability to:

  • Investigate and observe.
  • Communicate with others, resolve conflict and mediate disputes.
  • Prepare cases for adversarial proceedings.
  • Follow through on multiple compliance cases in a deadline-intensive environment.
  • Safely operate motorized vehicles.
  • Remain calm and professional with potentially angry people.
  • Exemplify traits that reflect the City’s culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.

SPECIAL REQUIREMENTS OR LICENSES:

  • Driver’s license valid in the State of Oregon
  • ICC Property Maintenance and Housing Inspector Certification within 120 days of hire.

WORKING CONDITIONS:

The position requires regular (80%+) ability to use dexterity and fine motor skills. Continuous (81% of the time) use of office equipment. The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination. The work environment has regular hazards or obstacles (40-60%). There may be some personal risk or hazard. Job conditions are somewhat uncomfortable, with moderate (40-60%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may require regular responsibility for driving. Driving is a regular responsibility for this position.

SUPERVISORY RESPONSIBILITIES:

Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel and may assign work to student workers.

SUPERVISION RECEIVED:

Works under the general direction of Community Development Director.
