ENTRY-LEVEL OPPORTUNITY FOR ENGINEERING GRADUATES AND STUDENTS!
The Department of Environmental Services (ENV), Wastewater Engineering and Construction Division,Collection System Engineering Branch,is seeking to fill aCivil Engineer Iposition in Honolulu. This is the entry-level class in the professional Civil Engineer series and will assist licensed engineers with projects involving replacement, repair, rehabilitation and improvements to the gravity sewer system.

What You Will Do:
  • Perform routine professional engineering work in the design, construction, maintenance and operation of civil engineering projects.
  • Assist in preparing designs, plans, specifications, estimates and reports.
  • Perform other related duties as required.
Special Work Conditions:
  • Occasional exposure to construction and traffic hazards, sewage gases, sewer treatment chemicals, paint fumes, noise, electrical hazards, and moving equipment.
  • Some physical dexterity required to occasionally perform field investigations which include: climbing ladders, descending into trenches, tanks and manholes; crawling thru pipes; carrying sampling, measuring, and testing equipment; and walking on uneven surfaces.
  • Regular hours anticipated, but may require evening, night, weekend and holiday work to accommodate unusual problems or workloads.
  • Position is designated as a disaster response worker and may result in working evenings, nights, weekends and/or holidays due to emergency work.
The Department of Transportation Services, Transportation Engineering Division, Traffic Control Development & Calming Branch, is seeking aCivil Engineer I in Honolulu. In this role, you will be oriented in the practical application of engineering theory and basic principles, particularly in the geometric designs for the development of efficient streets, intersections, and other traffic operational facilities.

What You Will Do:
  • Get hands-on experience designing roadway features like pavement markings, traffic signs, and intersection layouts to improve safety and traffic flow
  • Learn how to analyze and enhance intersections, including guiding vehicles safely through lanes with effective channelization designs
  • Visit project sites to observe real-world traffic conditions and help decide where signs, markings, and parking features should go
  • Support traffic studies and research that shape transportation policies, standards, and design practices
  • Build practical skills by helping prepare and review plans for roads, intersections, subdivisions, and other public infrastructure projects
  • Work closely with experienced engineers to develop preliminary designs and grow your technical expertise on real projects

Special Work Conditions:
  • Occasional work outside of normal City working hours.
  • Exposure to hazards of construction sites and traffic safety issues while conducting inspections and vehicular traffic hazards while performing the installation, maintenance and removal of traffic counting devices or while measuring roadway dimensions & pavement markings necessary for the (re)design of traffic control layouts.
  • Serves as a Disaster Support Worker during times of emergencies.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in an engineering specialty.


Students who will graduate in the current semester (Spring 2026) with a Bachelor’s or Master’s degree in Engineering may apply.
