The BIIA rules on approximately 14,000 annual appeals related to orders, decisions, and awards of the Department of Labor and Industries. The BIIA plays a significant role in the state's multi-billion dollar industrial insurance economic sector. Key stakeholders include the Office of the Attorney General, the Department of Labor and Industries, and business and labor groups representing over 179,000 employers and over 3,000,000 workers. The agency's jurisdiction includes disputes involving workers' compensation, premium assessment, industrial safety and health, and crime victims' compensation, among others. The agency is also the final authority on all proposed structured settlements.
The Board is a full-time, quasi-judicial, three-member board appointed by the Governor and confirmed by the Senate. The agency has approximately 140 employees and a biennial budget of approximately $56 million. Headquartered in Olympia, the BIIA also has staffed offices in Lakewood, Renton, Richland, Spokane, Vancouver, and Yakima.

You can find more information about benefits atBenefits - careers.wa.gov.About the PositionReporting to the Chief Administrative Officer, the Chief Information Officer (CIO) provides vision and leadership for developing and implementing information technology (IT) initiatives that support the BIIA's mission. The CIO directs the planning and implementation of enterprise IT systems supporting BIIA operations in order to improve agency efficiency and effectiveness, service quality, and mission support. The CIO has broad and comprehensive authority for the overall management of the BIIA Information Services (IS) unit, which includes application development, network administration, security, customer service, and training. The CIO directly impacts the effectiveness and efficiency with which information systems are used statewide to conduct agency business.
Duties include, but are not limited to:
Providing senior management and leadership for all BIIA IT services including application development, IT policy and planning, network administration/security, customer service, and training to ensure the efficient and effective use of IT services and resources so that agency business staff can focus on their work and accomplish it more efficiently.
Serving as a member of the division's Management Team and the BIIA Extended Management Team. This includes participating in division and agency strategic planning activities and efforts.
Providing the highest level of technical IT expertise and guidance to BIIA Executives and Managers regarding technology service and doing so in non-technical language that business staff understand.
Ensuring high availability, integrity, and continuity of mission-critical IT systems.
Analyzing and assessing the operations of the IS unit and the agency and applying knowledge for the various IT domains to meet the specialized needs of the BIIA.
Developing, interpreting, and applying policies, procedures, and best practices governing the delivery of BIIA IT services.
Supervising, mentoring, guiding, and coaching a team of seven IT professionals (two direct reports). Make recommendations to the Appointing Authority for hiring and disciplinary action.

Minimum Qualifications- A Bachelor’s degree in Computer Science, Business Administration, or closely related field and three (3) or more years of experience leading a team of IT professionals. Professional IT experience may substitute year-for-year for education.
- Extensive experience and knowledge of information technology, advanced principles of organizational and project management, application development, network administration, and security.
- Experience in leading the development and implementation of mission-critical projects.
- Strong leadership and administrative skills with demonstrated ability to motivate and direct others.
Desired Qualifications- Ability to manage professional staff delegating and assigning highly technical work through supervisors and project managers.
- Policy and procedure development as it relates to the management of integrated information systems and technology environments.
- Strong customer service commitment and philosophy, effectively communicate with a multitude of professional and managerial levels including state agencies, internal and external customers, and private organizations.
- Ability to develop and implement strategic and tactical plans for integrated information systems and technology, web technologies, and web business models environment with the agency’s information technology resources.
- Proven project management skills demonstrating the ability to successfully complete and implement large scale projects.
- Strong analytical, problem solving, decision making and consultative skills.
- Ability to effectively communicate both orally and in writing.
- Knowledge of industry and state and local standards, directions and trends pertaining to information systems and technology.
- Knowledgeable with Salesforce and DocuSign products.
Notes: - Washington State residency is required upon hire. The official duty station is the Olympia Office. The successful candidate may work remotely; however, in-person work in the Olympia office may be required 1-2 days per week.
- Travel is required on occasion to the eight BIIA facilities around the state, and to attend training and meetings.
- Extended hours and/or work on weekends/holidays may be required if the need arises.
- This position is included in the bargaining unit represented by the Washington Federation of State Employees.
