This position entails tasks that are technical and diverse in nature requiring the ability to work in close integration with Village management. Plans, manages, and performs complex, multi-disciplinary, multi-phase capital and engineering projects. Regular work hours as established by Village Manager and or Deputy Village Manager; however, extended hours may be required and must be able to work schedules as established and determined by Village Manager and or Deputy Village Manager and demands of the job. This is an exempt position reporting to the Finance Director.
JOB TITLE SUMMARY
The Capital Project Manager will be responsible for the coordination and administration of FEMA and State of New Mexico Department Homeland Security and Emergency Management (DHSEM)-funds and projects and shall assist in the management all financials in accordance with audit standards and regulations deemed by the funding agency. The position is responsible for professional level administrative work of a highly technical nature involving the direction of activities and the administration of grant funds for all phases of public sector capital projects including pre-design, design and construction as they relate to FEMA, Homeland Security and any other funding source secured for capital projects. Assist in the review and analysis of capital projects budgets and monitors spending trends and balances to ensure proper use of public funds.
ESSENTIAL JOB FUNCTIONS

- Manage, coordinate and administer all FEMA and Homeland Security funding applications and projects including reconciliation and reporting of flood related projects.
- Works with Department Directors to manage all capital improvement projects, ensuring adherence to Village ordinances, policies and procedures, including negotiating and drafting agreements and contracts with consultants, contractors, and other governmental granting agencies.
- Ensures that projects remain in-scope and meet budgetary, scheduling, and quality requirements.
- Mentor and supervise project management staff.
- Identify and mitigate project risks.
- Reviews and analyzes departments budgets and monitors spending trends and balances to ensure proper use of public funds on capital projects.
- Monitors and analyzes accounting documents for accuracy, completeness, and compliance with Federal, state, and Village policies and practices as it relates to capital project funding.
- Coordinate the work of design consultants to assure compliance with project scope, budget and schedule or prepares plans and specification in-house.
- Review and maintain for the file all detailed reports of project design and construction activities.
- Maintain complete master files including drawings, proposals, contracts, work-in-progress reviews, inspections, billings and communications.
OTHER RESPONSIBILITIES AND JOB DUTIES
- Assists in the budget process in providing documentation, graphs, and data entry as it relates to capital projects.
- Provides external customer service and explain technical and financial information to external agencies and clients.
- Responds to questions and requests for information as authorized; researches and resolves problems; and explains and interprets policies, procedures and regulations.
- Ensure compliance with the Village’s procurement policy and procedures.
- Maintain a working knowledge of federal and state laws and regulations regarding grants and funding along with construction guidelines.
- Must maintain a high level of computer abilities and keep up with changing technology.
- Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
- Reports any suspected fraud and/or abuse to the Finance Director and Village Manager
- Ensures any reports of harassment are immediately reported and appropriate actions are taken.
- Attend meetings, trainings, and workshops as needed.

- Must have a bachelor’s degree in Accounting, Finance, Business or related field AND three years professional accounting experience or Associate in Accounting, Finance, Business or related field and five years professional accounting experience or a high school education and seven years professional or governmental accounting experience.
Requires specialized knowledge of public works project management principles, processes, systems and techniques. Requires knowledge of public works project funding sources and budgeting, objective development and work planning and scheduling.
- FEMA certification and experience with funding administration is preferred.
- Knowledge of Village ordinances, codes, policies, resolutions, and agreements related to accounting activities.
- Knowledge of business and personal computers, and spreadsheet software applications
