OPS manages the procurement of supplies, goods, construction services, professional services, and general services through competitive, fair, and ethical solicitation methods. The department is currently advancing four key initiatives: building a robust marketplace that connects agencies with vendors to meet operational needs; modernizing acquisition processes to enhance the customer experience; expanding procurement solutions through strategic and sustainable sourcing; and strengthening contract administration through training, policy development, and vendor performance management.

OPS is seeking a highly qualified Capital Procurement Officer who is motivated, solution-focused, and team-oriented, with experience in local government procurement and contract management for complex construction and design projects. In this role, you will directly support the County’s strategic goals of improving mobility, fostering a safe and secure community, and enhancing the overall wellbeing of residents.


About This Role:

In this role, you may manage the capital procurement process for architectural/engineering design and construction services for a variety of Facility, Parks, Solid Waste, Environmental Service, and Transportation Capital Improvement Projects. This position will act as the primary Capital Procurement Officer for the Department of Public Works' Divisions of Solid Waste, Neighborhood Services, and Environmental Management.

This will include:

  • Perform complex professional and technical work consisting of high profile, large dollar, high volume building construction, major infrastructure construction including roads, bridges, major highways, drainage structures, landfills, demolition, and other diverse procurements.
  • Provide effective procurement guidance to County departments to ensure compliance with local and state laws and regulations.
  • Facilitate solicitation, evaluation, and selection of responses from suppliers to execute contracts to support the County's mission.
  • Support County departments in resolving vendor performance discrepancies in accordance with contract terms. Identify process improvements to increase efficiency and customer satisfaction.


Minimum Requirements:

High school diploma or G.E.D. and seven (7) years progressively responsible professional procurement, contracting, or contract administration experience supporting construction, capital improvement, architectural/engineering, or public sector purchasing functions.


Preferences:

  • Bachelor’s degree in Public or Business Administration, Contract Management, or a related field. Degree must be from an accredited institution with preferred coursework in public procurement.
  • Direct experience in local government, state government, higher education, school systems, transportation agencies, utilities, or similarly regulated environments.

  • Designation as a Virginia Contracting Officer (VCO), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) or nationally recognized procurement certification.
  • Working knowledge of federal, state, and local public procurement regulations, policies, procedures, and best practices.
  • Working knowledge of capital improvement procurement processes for construction and architectural/engineering design services.
  • Understanding of project management principles, including planning, coordination, scheduling, and stakeholder communication.
  • Working knowledge of business and contract law as it applies to procurement, particularly construction and architectural/engineering design services.
  • Basic understanding of complex construction delivery and procurement methods, including Design-Build, Construction Manager at Risk, and PPTA/PPEA.
  • Basic understanding of Job Order Contracting (JOC) methods and administration.
  • Working knowledge of and experience applying the Virginia Public Procurement Act (VPPA).
  • Experience using automated systems, eProcurement platforms, or technology solutions to improve procurement processes and efficiency.
  • Contract administration experience including amendments, renewals, change orders, and closeout.
  • Ability to interpret plans, specifications, scopes of work, and technical contract requirements.
  • Strong negotiation and vendor management skills.
  • Experience supporting complex, high-value, or multi-phase capital projects.
  • Ability to build effective partnerships with internal departments, project managers, legal staff, and vendors.
  • Excellent written communication skills for drafting solicitations, recommendations, correspondence, and reports.
  • Strong verbal communication skills, including the ability to explain procurement requirements clearly and professionally.
  • High attention to detail with strong organizational and time-management abilities.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Proven time management, organization, and follow-through skills with the ability to manage multiple priorities accurately under tight deadlines.
  • Self-starter with strong initiative, sound judgment, and a commitment to excellence and continuous improvement.
  • Demonstrated experience with the following:
    • Managing competitive solicitations such as IFBs, RFPs, RFQs, or cooperative procurements
    • Administering contracts for construction, renovation, infrastructure, or design services
    • Procuring architectural, engineering, consulting, or specialized professional services
    • Developing scopes of work, specifications, pricing structures, and contract terms
    • Negotiating pricing, contract changes, amendments, and dispute resolutions
    • Ensuring compliance with public procurement laws, policies, and ethical standards
    • Advising internal clients or departments on procurement strategy and contract administration
    • Managing vendor relationships, performance issues, insurance, bonds, and deliverables
    • Supporting capital projects from solicitation through award, execution, and closeout
    • Using eProcurement or financial systems to manage sourcing and contract records

Special Requirements:

  • Must successfully pass a criminal background check in accordance with County policy.
  • Must possess a valid driver’s license and maintain an acceptable driving record; some local travel to County facilities, project sites, meetings, or vendor locations may be required.
  • May be required to attend evening meetings, pre-bid conferences, public openings, or other events outside of standard business hours.
  • Must maintain confidentiality and exercise sound judgment when handling sensitive procurement, contract, and vendor information.
  • Ability to work onsite or in a hybrid environment based on business needs and operational requirements.
  • Hold a nationally recognized professional procurement certification (VCO, CPPB, CPPO, NIGP-CPP) or ability to obtain within one (1) year of employment.
  • Ability to perform work under tight deadlines while managing multiple complex procurements simultaneously.
  • Must comply with all applicable ethics, conflict of interest, and procurement integrity requirements.


Work Schedule:

This is a full-time, 37.5 hours per week, exempt-paid position with a typical schedule of Monday - Friday 8:00 am – 4:30 pm.May be required to attend evening meetings, pre-bid conferences, public openings, or other events outside of standard business hours.This is a telework-eligible role with in-office requirements based upon business need. The position may change to an in-office schedule if business needs change.


Hiring Salary Range:$97,593.51 - $110,000.00
