The mission of Louisiana Economic Development is to cultivate jobs and economic opportunity for the people of Louisiana.

Serves as lead developer and supervising administrator of the Louisiana Innovation SSBCI Equity Programs, Louisiana Seed Capital Program and Louisiana Growth Fund; ensuring the reporting and overall client service experience delivered under the federal programs align with departmental strategic goals and priorities while providing timely program report updates to meet federal requirements, as well as departmental needs. Identifies new external activities to showcase Louisiana Innovation Capital Programs in order to promote funding opportunities for Louisiana startups and small businesses. Oversees program providers such as external Lenders and Venture Capital contracted professionals. Supervises the administration and enhancement of the Louisiana Innovation Fund as it relates to the underlying capital deployment programs such as lender programs, venture capital, Angel Investor Tax Credit Program, as well as other funding sources from the Louisiana Innovation Fund.

Six years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR

Six years of full-time work experience in any field plus three years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR

A bachelor's degree plus three years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR

An advanced degree in a business administration field, economics, or international trade plus two years of experience in economic research or development, financial services, international relations, marketing, or real estate.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Certification as an Economic Development Finance Professional (EDFP) or completion of the Economic Development Institute certificate program will substitute for one year of the required experience.

Possession of a Professional Community and Economic Developer Certification (PCED) or Certified Economic Developer (CEcD) certification will substitute for two years of the required experience.

Job Duties:

  • Supervises contracted entity performance and reporting for SSBCI Equity Investment Programs, ensuring compliance with federal and program requirements.
  • Oversees annual fund reconciliation and coordinates communication between fund providers, contractors, and internal staff.
  • Coordinates with fiscal staff to review investment transactions, process capital calls, and ensure accurate financial reporting.
  • Assists with audit preparation and participates in onsite reviews of program providers and project documentation.
  • Administers the Angel Investor Tax Credit Program (AITCP) by reviewing applications, determining eligibility, certifying Louisiana Entrepreneurial Businesses (LEBs), and issuing reservation letters.
  • Monitors program caps, maintains records, and coordinates with partners and stakeholders, including conducting meetings with business leaders regarding incentives and financing.
  • Supervises and supports Louisiana Innovation Capital Programs, including lender compliance and performance under SSBCI loan programs.
  • Reviews loan transactions and portfolios for compliance with U.S. Treasury guidelines and collaborates with lenders on loan workout situations.
  • Assists in marketing and outreach efforts, including planning and conducting seminars to promote available programs and resources to stakeholders.
  • Participates in hiring, training, and performance management of staff, and maintains relationships with local, state, and national partners and capital providers.
