Under general supervision, the Building Safety Administrative Specialist provides complex administrative support for the Building Department's Building Safety Inspection Program (BSIP), Code Compliance, and Unsafe Structures. Employees in this position perform duties related to legal matters that require a high level of accuracy, as errors may compromise the validity of the city's code cases and compliance with the Building Safety Inspection Program. Incumbents in this role are expected to maintain a high level of professionalism and effectively de-escalate stressful situations when interacting with citizens, property owners, and their legal representatives. The purpose of this position is to support Building and Code regulatory standards and processes to help ensure the safety and welfare of the city's general public and business community.
- Researches and analyzes records to verify property and ownership information, using sources such as the property appraiser’s website, recorded county records, Clerk of Court records, and the State Division of Corporations.
- Maintains a thorough knowledge of Broward County Board of Rules and Appeals (BORA) Policy 05-05 as it relates to the Building Safety Inspection Program (BSIP), and attends all related BORA meetings and trainings to stay current on program and policy updates, ensuring the City’s continued compliance with BORA requirements.
- Creates and maintains a database of eligible properties for the Building Safety Inspection Program (BSIP).
- Oversees all BSIP submittals by accepting, reviewing, and processing submissions, providing status updates to property owners/licensed professionals, while ensuring all materials are accurate and compliant with BORA requirements.
- Receives and processes all BSIP-related records requests; performs a variety of essential record-keeping duties and maintains all BSIP records (both physical and electronic); coordinates with City Clerk’s Office to ensure compliance with State of Florida records retention requirements; scans and prepares all records for retention.
- Responds to requests for information from the general public, business community, owners, license professionals, attorneys, title companies, realtors, and others regarding the Building Safety Inspection Program, code case status, or reduction of fine process and process official requests in a timely, professional, and friendly manner.
- Assists property owners/licensed professionals with the permitting process as it relates to the Building Safety Inspection Program and/or their code case by phone, email, and in-person meetings.
- Performs data entry tasks, creates and maintains code case and project records; runs daily reports; generates and mails all notification letters.
- Schedules Special Magistrate hearings, generates and issues Magistrate orders and appropriate documentation when compliance is or is not achieved; prepares and mails all invoices for administrative costs associated with code cases. Prioritizes communication depending on case status and the immediacy of hearing date. Attends all special magistrate hearings to provide evidentiary support for all cases on the docket.
- Maintains and updates accurate records for all code cases, including orders from the Special Magistrate, evidence to be submitted at Special Magistrate hearings, and mailing records required by state statute.
- Collaborates with the Broward County Property Appraiser to ensure accuracy of addresses with regard to BSIP eligible properties, including researching Certificates of Occupancy and coordinating GIS address creation and/or correction.
- Schedules, prepares, and facilitates BSIP informational workshops/training sessions for property owners, business owners, and licensed professionals.
- Researches and provides input on effective ways of improving processes.
- Serves as liaison between the Chief Building Official and property owners/licensed professionals.
- Other permitting duties as assigned.
High School Diploma or GED. One (1) to two (2) years of technical support experience related to building permit processing, including one (1) year of experience assisting customers at the counter, accepting applications. Work experience must also include online computer systems and personal computer hardware and software products. A comparable amount of training and experience may be substituted for the minimum quali?cations.
Experience using the TRAKiT system is desirable.Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as o?ce or meeting and training rooms, e.g., use of safe work place practices with o?ce equipment, avoidance of trips and falls, and observance of ?re and building safety regulations, and tra?c signals when driving.
