This position performs a variety of professional and technical planning & inspection duties supporting the Building Inspections division of the Neighborhood & Development Service Department, which provides services to the City of Garden City, City of Holcomb and Finney County; this includes but is not limited to extensive knowledge of multi-jurisdictional regulations, departments, and state law; and performs related work as assigned. Ensures compliance with all currently adopted building and code enforcement regulations governed and enforced by the Department. Ensures compliance of approved plans and specifications on file with the Department. Ensures complete and accurate processing of building permits and applications, contractor licensing, code enforcement complaints, and providing correspondence, answering telephone and providing, timely, accurate and friendly customer service.

Based on candidate's qualifications, hiring for Building Inspector I, Building Inspector II, or Senior Building Inspector will be considered.
  • Answers questions, distributes forms and provides a variety of information regarding city planning, zoning, and building codes, policies and procedures to property owners, citizens, architects, engineers, contractors and others in-person and over the telephone.
  • Creates and maintains files; enters data into an automated record system and organizes manual files; maintains records, logs and binders.
  • Shall possess the ability to communicate effectively and establish and maintain effective working relationships with the general public, co-workers, elected officials and members of diverse cultural and linguistic backgrounds.
  • Researches and compiles a variety of information from various sources and prepares periodic and special statistical and narrative reports, agenda items, basic staff reports and a variety of other technical documents.
  • Conducts inspections in all types of weather under varying conditions; occasionally will lift or move objects over 25 lbs.
  • Provides a variety of logistical support to the Neighborhood & Development Services Director.
  • Conducts site reviews and an evaluation of proposed projects, and meets with the public.
  • Conducts office, field and photo research.
  • Learns, obtains, and maintains International Code Council and other pertinent certifications.
  • Learns and participates in the design review process by reviewing plans and specifications for conformance with city codes; drives a motor vehicle to make on-site visits for exterior inspections of commercial, Industrial, and residential properties throughout the city and county.
  • Investigates complaints regarding code compliance. Issues verbal or written orders for correction of violations of the codes and ordinances. Enforce and issues permits and citations in accordance to the code of ordinances.
  • Performs complex and complicated inspections for compliance with housing, zoning, environmental health, nuisance and abatement codes, regulations, and ordinances to ensure conformance with approved plans and code requirements.
  • Inspects for compliance with building, mechanical, electrical, and plumbing codes and the Code of Ordinances; review plans and issue building permits; advises as requested on construction related issues.
  • Performs all other duties as assigned.
Knowledge, Skills and Abilities: Skill in analyzing and interpreting construction plans and specifications. Knowledge of building, zoning, heating, housing, refuse and related codes and ordinances. Knowledge of approved methods and materials used in building construction including heating, mechanical and structural installations. Ability to understand verbal and written instructions. Ability to communicate with City employees, officials and the general public verbally or in writing. Ability to use a variety of standard office equipment, including, but not limited to a computer, word processor, telephone, fax and copying machines. Knowledge of relevant federal, state, city codes, county codes, laws, rules and regulations pertaining to building, zoning, environmental health and sanitation; and the principles, practices and techniques of building, zoning and environmental health inspections. Ability to interpret technical information encountered in the performance of responsibilities; Secure facts, document information, evaluate data, and draw valid conclusions; identify unsanitary, unsafe, or hazardous conditions of property and premises; resolve nonconforming conditions and code and ordinance violations; and obtain public cooperation in the establishment and maintenance of reasonable building, zoning, public and environmental health standards for public health and safety. Ability to work independently. Ability to schedule, prioritize, organize and complete a variety of work activities.

Education, Certification and Experience: High school diploma or GED; or business or vocational school training in construction or craft trades; or with a bachelor’s degree in planning, geography, law enforcement, construction, architecture, engineering preferred or any combination of experience, education or training that will produce the desired qualifications. One-year experience in construction and the technical aspects of inspection or planning preferred. ICC certifications desirable. Valid driver’s license with an acceptable driving record required.Environment: Work requires contact with dust, noise, poor lighting, hot and cold temps, exposure to hazards.

Physical Characteristics: Lifting weights of 26-50 pounds and carrying/lifting up to 25 pounds.
