Central Coast Community Energy (3CE) is seeking a forward-thinking, results-oriented Billing Operations and Rates Analyst to join our team!

Annual Salary Range:$89,372.11 - $116,215.32 (Exempt)

Location:Monterey, CA. Employees are expected to work in-office. A limited hybrid schedule (e.g., select remote days) may be offered at employer discretion.

About the Position:
Under the direction of the Director of Finance, the Billing Operations and Rates Analyst is responsible for analyzing billing data, identifying discrepancies in external data manager and IOU data and billing operations, implementing process improvements, analyzing rates and tariffs, and conducting financial and statistical analyses.This role supports billing operations, rate design, regulatory analysis, and financial reporting while ensuring accuracy and compliance.The Analyst will work closely with internal teams, external data managers, and utilities to validate billing data, perform rate analysis, and support regulatory filings.

  • Analyze billing and financial data for accuracy and discrepancies
  • Support rate-making, cost-of-service studies, and rate design
  • Collaborate with utilities (PG&E, SCE) and data managers
  • Develop analytical models and reporting tools
  • Support audits and regulatory filings
  • Present findings to stakeholders and leadership
  • Review and validation of billing operations executed on 3CE’s behalf by the data manager and the IOUs
  • Support the internal rate-making processes, including but not limited to developing revenue requirements, cost of service studies, rate designs, and risk-based scenario analysis
  • Support the in-depth review of customer bills and pertinent analyses
  • Assist with developing models and tools to simulate the impact of different rate scenarios on revenue and customer bills
  • Assist with updating and maintaining standard operating procedures (SOPs) for billing processes
  • Assist in internal and external audits by providing necessary data and documentation
  • Make presentations before regulatory agencies and the public as needed
  • Performs other related duties and responsibilities as required

Knowledge of:

  • Principles and practices of utility rate design and rate structures
  • Billing data reporting and analytics
  • Accounting principles and cost accounting procedures
  • Intermediate knowledge and skills in Microsoft Excel
  • Strong analytical, quantitative and problem-solving skills
  • Microsoft Office Suite and Adobe Acrobat
  • Modern office procedures, methods and computer equipment
Ability to:

  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines

AI & Advanced Technical Skills (Highly Desirable)

-Experience using a variety of artificial intelligence and advanced analytics tools for data analysis, anomaly detection, and forecasting
-Ability to apply automation and machine learning techniques to improve billing accuracy and operational efficiency
-Familiarity with data engineering, scripting, and analytics tools (SQL, Python, R)
-Experience with business intelligence platforms (Tableau, Power BI, Databricks or similar)
-Strong Excel and financial modeling capabilities

Education and Experience:
Any combination oftraining, education, and experience that provides the knowledge, skills, and abilities to perform the duties of the position is qualifying.

Education: Bachelor’s degree in finance, accounting, economics, mathematics, or a related field.
OR:
Experience:Two (2) years of progressively responsible work experience inutility billing, finance, or energy sector.

HYBRID WORK SCHEDULE AS DESIGNATED BY CEO:Current remote workdays are scheduled on Mondays and Thursdays OREmployee may elect to work a 9/80 work schedule with alternating Fridays orMondays off.

BENEFITS:3CE offers a competitive benefits structure to its full-time employees.

RETIREMENT-Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system, and the employer contributes 10% towards PARS.

HEALTH INSURANCE-3CE pays 90% employer paid coverage for employee plus family coverage. 100% employer paid for single coverage towardsmedical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.

HEALTH & WELLNESS-3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.

DEFERRED COMPENSATION-3CE offers 457 deferred compensations.

PTO-180 hours annually on an accrual basis per pay period.

CELL PHONE ALLOWANCE-This position is eligible for a cell phone allowance of $50.00 monthly.
