Job Duties:

A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or re-employment as defined in Human Resources Policy No. 5.0.

  • $1,000 will be awarded in the first paycheck.

  • $1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.

  • $1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.

The City of Virginia Beach Department of Human Services is seeking to hire a Clinician III who has supervisory experience in a Behavioral Health setting and experience providing direct care coordination services to adults with serious mental health and/or substance use disorders for the Team Leader position with the Behavioral Health Case Management program.

  • Provide direct supervision to Behavioral Health Case Managers and consults with Case Management Supervisor.

  • Assist with ensuring compliance with all DMHMRSAS Licensure, Medicaid, Performance Contract and CARF requirements.

  • Assist with the implementation, monitoring and follow up on case management standards of services.

  • Review data related to productivity and makes recommendations for training or other needed staff direction.

  • Perform complex assessments, treatment planning, clinical intervention, consultation, and other case management duties within the Virginia Beach Department of Human Services.

  • Attend and provide guidance in the Integrated Treatment Team meetings with clients and staff and client staffing meetings related to crisis situations as necessary.

  • Provide guidance and leadership to team members who provide case management services for consumers in the community, consumers in jail, and consumers recently released from the hospital.

  • Provide direct case management services to consumers as needed.

  • Assist with quality assurance of charts of team members and facilitation of small team meetings for the purpose of disseminating information, case coordination and supervision.

  • Assure that staff receive appropriate training, ongoing supervision, and monitoring of documentation and billing information. Complete performance feedbacks and submit to Case Management Supervisor.

  • Provide clinical documentation and assure that all filing of clinical information and submission of billing information are done accurately and within the time frame required.

Minimum Requirements:

MINIMUMS: Requires a Bachelors degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and five (5) years of experience associated with such positions as clinician, counselor, therapist, social worker, psychologist or psychiatric nurse OR any combination of education (above the high school level) and/or experience equivalent to nine (9) years associated with such positions as clinician, counselor, therapist, social worker, psychologist or psychiatric nurse.

SPECIAL REQUIREMENTS: Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional (QMHP). All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Registered with the Virginia Board of Counseling as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Clinical Psychologist (LCP).
One (1) or more years of supervisory experience in a Behavioral Health setting.
Experience with performance management and other human resources procedures.
Three (3) or more years of experience completing assessments, referrals, & treatment plans for adults with serious mental health and/or substance use disorders.
Experience with completing clinical documentation in an electronic health record.
Experience providing Medicaid reimbursable case management services to adults with mental health and/or substance use disorders.
Experience with risk assessment and determining appropriate clinical level of care for adults with mental health and /or substance use disorders.

Special Instructions:

Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional (QMHP) or higher level LMHP.
