Location: Echo Glen/Snoqualmie, WA - Regular onsite attendance is required.

Salary:$93,696.00 - $117,120.00 Annually. The salary does not include a 5% premium for employees working in King County, or an on-site 24/7 facility 5% premium.

Schedule: Midday (11-7pm) 5 days a week.



The Department of Children, Youth and Families (DCYF) is seeking an experienced and mission-driven leader to join Echo Glen Children’s Center, a secure Juvenile Rehabilitation facility serving youth. This vital role contributes to our mission by providing strong leadership, strategic planning, and operational oversight within a secure juvenile rehabilitation setting. It oversees and manages assigned areas of the Echo Glen Children’s Center, including residential living units, mental health services, safety and sanitation, education, vocational training, treatment programs, and security operations.

The Opportunity:
As an Associate Superintendent, you will report directly to the Superintendent and serve as a key member of the facility’s executive leadership team. You will provide oversight of daily operations while advancing DCYF’s mission, vision, values, strategic goals, and the Integrated Treatment Model (ITM). You will exercise independent judgment in matters related to youth classification, custody, rehabilitation, transfer, and release. This position is one of three Associate Superintendents and includes direct supervision of staff and responsibility for maintaining safe, effective, and compliant facility operations. Your leadership will ensure each unit meets policy expectations while fostering a safe, secure, and developmentally appropriate environment for both staff and youth.

Some of what you will do:

  • Provide leadership and oversight of the PREA Compliance Manager, ensuring fidelity to the Prison Rape Elimination Act and coordinating PREA audits.
  • Oversee ensure youth receive age-appropriate and developmentally responsive therapeutic interventions and that all legal and documentation requirements are met.
  • Maintain fidelity to Performance-based Standards (PbS) and oversee robust religious and volunteer programs.
  • Oversee Work-Based Learning, education, and vocational opportunities and related contracts.
  • Oversees; recruitment and hiring of a qualified and diverse workforce, promoting a positive work environment.
  • Ensure fidelity and provide direction on the implementation of the Integrated Treatment Model (ITM)/ Dialectical Behavior Therapy (DBT) In coordination with the other Associates Superintendent(s).
  • Ensure compliance with Labor and Industries claims, Child Protective Services investigations, and DCYF internal investigation processes, including PREA
  • Review and manage serious incident reports to ensure timely and accurate reporting.
  • Address youth complaints in accordance with policy requirements.
  • Serve as Designated Suicide Prevention Specialist or Officer of the Day on a rotating basis, responding to critical incidents and emergencies.
  • Manage contracts and contribute to budget oversight while supporting cost-effective operations
  • Participates in the planning, implementation and monitoring of institutional programs for
    consistent application of policy. Recommends and makes strategic decisions related to outcomes.
  • Administer efficient and effective programs and services.


Required Qualifications:

Seven years of professional experience in a management level position overseeing significant project or program implementation in a social service or similar organization.

AND

One year supervisory experience.

OR

A bachelor’s degree from an accredited institution of higher education; in Public Administration, Social Sciences, or a closely allied field AND Five years of professional experience in a management position overseeing significant project or program implementation in a social service or similar organization.

AND

One year supervisory experience.

OR

Master’s degree from an accredited institution of higher education, in Public Administration, Social Sciences or a closely allied field, AND Four years of professional experience in a management position overseeing significant project or program implementation in a social service or similar organization.

AND

One-year supervisory experience.

AND

  1. The ability to take action to learn and grow.
  2. The ability to take action to meet the needs of others.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Previous demonstrated knowledge of principles of management; staff development and training; state personnel policies regarding hiring and supervision; RCWs and WACs relating to juvenile justice, juvenile behavior, and family dynamics; causes and theories of delinquency and understanding of adolescent growth and development; cultural diversity and competency; budget planning and expenditures; strategic planning, process improvement and performance measures; application of Collective Bargaining Agreements, personnel administration and Merit System Rules as related to the functioning of the institution and the state juvenile correctional system; development of policies and procedures governing the operation of programs and the conduct of employees and youthful offenders.
  • Have the skills and abilities to supervise, mentor and train managerial and treatment staff; communicate effectively in writing and orally with staff, clients, and families, the public, service agencies, and the media; interpret and apply laws, rules, and regulations as related to juvenile offenders; delegate responsibility and direct multiple departments and responsibilities; commit to the Dialectical Behavior Therapy treatment model and role model for others.
