Associate Engineer

Central San, a progressive public utility, is seeking an Associate Engineer to join the Resource Recovery and Development Services Division. This position will perform responsible, professional engineering work in the review and permitting of new sewer main projects designed and constructed by external applicants, ensuring compliance with Central San’s codes, standards, and regulatory requirements. The role also evaluates and secures appropriate land rights for the proposed infrastructure and supervises the Real Property workgroup, which supports multiple divisions across the organization. This position plays a key role in supporting the Senior Engineer by providing technical expertise, improving processes, and contributing to the overall effectiveness of the Development Services team.

The ideal candidate will have experience in:

  • Underground utility design, preferably for sewer or water utilities
  • Construction management, including contract management, verifying contractor compliance, and managing field changes or contract modifications
  • Interpreting engineering codes and standards and developing practical recommendations
  • Right-of-way documents and familiarity with the California Subdivision Map Act
  • Managing multiple projects with competing priorities, schedules, and stakeholders
  • Working collaboratively in a service-oriented engineering environment
  • Communicating effectively and respectfully with diverse audiences, from non-technical stakeholders to experienced professionals
  • Strong document control, project management, organizational, and supervisory skills

Typical responsibilities include:

  • Reviewing improvement plans and engineering documents to ensure compliance with applicable standards
  • Reviewing technical studies, engineering calculations, reports, and cost estimates, and providing recommendations
  • Providing technical support to the Construction Inspection workgroup on construction activities requiring field-based resolution and the review of project submittals
  • Evaluating existing land rights and determining the need for new easements or acquisitions for proposed infrastructure
  • Monitoring workloads and improving workgroup processes and efficiency
  • Providing technical guidance on complex or non-standard assignments.
  • Preparing and making articulate and effective presentations to management, the Board, other agencies, and the public; represents the District in meetings with the public and staff from other agencies.
  • Building and maintaining effective relationships with local agencies and other utilities
  • Ensuring projects align with program goals, regulatory requirements, and Central San policies
  • Responding to public inquiries and resolving issues in a timely and professional manner
  • Supervising professional engineering and technical staff, including assigning and reviewing work, conducting performance evaluations, and supporting professional development
Experience:Five years of experience in professional engineering, preferably in District engineering projects. (prefer experience in sewer/water utility pipeline engineering projects)
Education:Equivalent to a Bachelor's degree from an accredited college or university with major work in engineering or a closely related field.
Licenses and Certificates:Possession of a valid Certificate of Registration as a professional engineer issued by the State of California.

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list may be used to fill future positions including limited duration positions in the classification.

Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.

Successful candidates not currently employed in regular status by the District must pass a pre-employment physical examination to be considered for appointment.
