ASSOCIATE CONSTRUCTION PROJECT MANAGER

Overview
The City of Alexandria's Transportation & Environmental Services (T&ES) - Project Implementation is looking to hire a AssociateConstruction Project Manager. The Associate Construction Project Manager supports the Construction Management Team that oversees the City’s capital projects in the construction phase. The position will support the current Technical Project Managers and provide oversight to our existing Inspection staff. The Associate Construction Project Manager oversees construction contractor tasks and reviews project deliverables. The position also manages support teams comprised of internal staff and external contractors to deliver projects to the stated objectives.


What You Should Bring

The ideal candidate is expected to have a strong technical background in civil engineering and construction management and be able to guide project technical teams with an emphasis on construction. Work is performed with some independent judgement, while ensuring compliance with City policies and procedures. The ability to review and analyze plans and specifications for construction and be able to prepare clear and comprehensive technical reports. The ability to coordinate multi-discipline teams including project staff and contractors. Be able to manage projects during the construction phase and make sound technical and management decisions. The ability to communicate effectively and clearly, both verbally and in writing.

  • Responsible for the delivery of projects, following project management and construction management best practices and City procedures to achieve project objectives.
  • Manages construction project teams, ensuring contract compliance and delivery of projects to City expectations.
  • Provides stewardship of Capital funds through disciplined management of contractors, and adherence to contract and regulatory requirements.
  • Manages stakeholders, engages the community, and presents information regarding projects to residents, outside agencies, senior staff, and City officials.
  • Monitors project progress, mitigates risk, and addresses adverse variances to baseline.
  • Routinely reports project progress to portfolio manager or Construction Managers and seeks assistance with project challenges.
  • Expected to remain abreast of advancements and standards in project delivery, regulatory requirements, technology support tools and construction and material requirements.

About the Branch
As a Branch of Transportation & Environmental Services, Project Implementation is responsible for the implementation of municipal infrastructure projects including intersection improvements, stormwater infrastructure, sanitary sewer infrastructure, flood mitigation and park improvements. Project Implementation staff promote excellence in project management and sound stewardship of public trust. The branch is currently managing 80active infrastructure projects with a total capital improvement program value of approximately $894million. Project Implementation coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Landmark Mall Redevelopment projects. The branch is dedicated to continuous improvement and industry best practices and is committed to the continued professional development of staff members. Bachelor’s degree and five (5) years of related experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Experience with Virginia Department of Transportation construction material notebook, construction forms, VDOT Locally Administered Projects (LAP) manual, and closeout documents. Experience with general construction oversight of bridge, pedestrian, and maintenance activities to ensure quality in accordance with plans and specifications. Experience with the management of project schedules, budgets, and compliance with safety regulations.

Must be able to successfully pass a criminal background check.
