Directs and implements goals, objectives, and policies; plans, assigns, coordinates, and directs, through supervisors, the work of professional trades people engaged in the repair, maintenance, and custodial upkeep of City buildings and the general City fleet; directs and monitors the preparation of long-range programs; maintains a job safety program; reviews and approves vehicle and building-related specifications; administers a wide variety of contracts and agreements relating to the maintenance of City buildings and the general City fleet; participates in the design, implementation, and maintenance of computer programs relating to building and fleet management; oversees building demolition; prepares a wide variety of reports relating to all areas of fleet and building maintenance and ownership; oversees related capital projects and work program items; represents the department in fleet and building matters at meetings; coordinates with other departments to resolve fleet and building issues; prepares and manages the Division’s annual budget and assists in the Department’s annual budget preparation and forecasting, expenditure control, cost accounting, and record-keeping for all fleet and building operations; makes recommendations relative to the fleet and building funds including the replacement of major buildings, vehicles, and related components; confers with the Public Works Director on policies, procedures, and strategies; interacts with department managers to resolve problems and coordinate activities; prepares complex staff reports and memoranda; effectively supervises, trains, and evaluates employees; makes recommendations regarding hiring, promotions, and transfers; recommends disciplinary action as needed, up to and including termination; serves as department liaison to boards, commissions, and committees as assigned; attends City Council and other evening meetings as directed; acts as the Public Works Director when necessary; drives on City business.
Employment Standards:Knowledge of the methods, equipment, materials, and operating practices involved in fleet and building management/maintenance; the principles and practices of sound personnel management and supervision ; specifications and engineering plan development; spelling, grammar, and punctuation. Skill in operating modern computers and related software; using independent judgement and decision-making skills based on standard policy or working procedures and federal, state, and city safety regulations; analyzing and interpreting specifications, plans, drawings, data, and reports; personnel management and supervision; public speaking and professional writing. Ability to prepare and present budget estimates and comprehensive reports; prepare cost estimates and forecast rates; meet established deadlines; prepare and monitor contract documents; analyze and interpret plans, specifications, and contractual documents, analyze problems and develop effective solutions, effectively plan, lay out, administer and coordinate the work of office and field personnel; coordinate, supervise, and evaluate the work of others; communicate effectively, both orally and in writing; establish and maintain effective working relationships with supervisors, fellow employees, outside agencies, bargaining groups, and the public.
Education/Training: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. Example combination includes, but is not limited to a bachelor’s degree from an accredited college or university in business administration, public administration, automotive technology, or a closely related field, and eight years of progressively responsible experience performing complex, professional level administrative analysis and project management, including a minimum of four years of supervisory experience directly over equipment and/or building management with project and contract management, budgeting, and fiscal oversight responsibilities. NOTE: Experience may be substituted for the education requirement on a year-for-year basis.
Special Conditions & Requirements: Ability to perform essential functions of the classification, which include the ability to lift and move objects weighing up to 20 pounds, bend in all directions, climb stairs and ladders, walk on uneven surfaces, make field observations, and remain in a stationary position for extended periods of time, and review documents both on paper and computer monitors.None.
