DEFINITION
This is a professional, technical, and managerial position, which assists the Director of Virgin Islands Division of Occupational Safety & Health (VIDOSH) to assure safe, healthful working conditions for the Virgin Islands Public Sector employees. The Assistant Director (VIDOSH) also provides a coordinated State Plan which meets or exceeds Federal OSHA standards. This position requires a confidential relationship to the policymaker and senior whistleblower inspector.
DUTIES (NOT ALL-INCLUSIVE)
Assists the VIDOSH Director in the planning, directing, coordinating, and supervising activities of enforcement and whistleblower investigator staff.
Works in collaboration with the VIDOSH Director during emergencies at the Virgin Islands Territorial Emergency Management Agency (VITEMA) incidents and acts as the alternate Territorial OSHA point of contact.
Manages and supervises the overall division’s operations, and coordinates office and field work of the Safety and Health Compliance Officers territory-wide.
Represents VIDOSH for OSHA Region II federal monitoring quarterly reports (SOAR and SAAM).
Coordinates state and federal government division audits.
Assists the director in conducting first-level reviews, conferences with department/agencies as a final judgment for modifying citations and penalties and hears petitions for modification of abatement.
Provides frontline supervision to ensure the assigned inspections have met local and federal mandates.
Acts as a liaison with the department, agencies, and/or stakeholders when addressing public sector state plan program requirements.
Ensures the directors assigned tasks to the enforcement and whistleblower division component are met.
Assists the Director with the division’s planning, execution, and evaluation of the compliance officers' training.
Performs other related duties.
MINIMUM QUALIFICATIONS
Bachelors degree in environmental science, chemistry, biology, engineering, fire prevention, industrial hygiene or a closely related field and one year of supervisory or administrative experience in engineering, industrial safety management or one of the sciences indicated.
OR
High School Diploma or its equivalent plus four (4) years of experience in promoting, advising on, administering, supervising, or performing work in the implementation of an Occupational Safety and Health program.
FACTOR 1– KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of principles and practices of occupational safety and health.
Knowledge of inspection procedures, report writing, penalty assessment, and accident investigations, and identification of hazardous conditions.
Knowledge of OSHA information systems, report writings and legal aspects associated with the issuance of citations.
Knowledge of inspection procedures, penalty assessment and accident investigation, and identification of hazardous conditions.
Good organizational and time management skills.
Ability to interpret and explain the rules and regulations that govern occupational safety and health.
Ability to plan to produce documentation for an effective safety and health program.
Ability to review and correct citations for the Director of OSHA’s final approval.
Ability to write reports, information papers (legal evidence), memorandum, letters, and manuals.
Ability to use computer programs such as Excel, Access or Microsoft Word.
FACTOR 2– SUPERVISORY CONTROLS
Works under the general direction of the VIDOSH Director with considerable latitude to exercise independent judgment. Work is reviewed to ensure conformance to OSHA policies, procedures, objectives, rules, and regulations.
FACTOR 3- GUIDELINES
Guidelines consist of OSHA Act of 1970, 29 Code of federal regulation Federal Registrar, OSHA Standards. CPLS, Notices, State Plan, OSHA informational pamphlets, brochures, newsletters, and Field Operating Manuals (FOM). The employee must independently be able to interpret, understand and implement with good judgment these laws and guidelines daily.
FACTOR 4- COMPLEXITY
The incumbent is responsible for assisting the VIDOSH (Director of OSHA) with programs and exercising independent judgment in accomplishing the department and division goals. The incumbent will be privy to highly confidential matters for VIDOSH programs within the unit.
FACTOR 5– SCOPE AND EFFECT
The purpose of work is to identify hazards unique to the Virgin Islands for which there are no standards and to recommend standards, which can be promulgated to meet the Virgin Islands situation.
FACTOR 6– PERSONAL CONTACTS
Contacts are made with the VIDOSH Director, co-workers, other government agencies, contractors, employers, and the public.
FACTOR 7– PURPOSE OF CONTACTS
Contacts are made to provide assistance and information, conduct inspections, follow-up on enforcement activities, investigate complaints, and conduct enforcement laws.
FACTOR 8– PHYSICAL DEMANDS
Work is mostly sedentary but requires walking, climbing, carrying equipment, and wearing of safety equipment as mandated by the assigned activity.
FACTOR 9– WORK ENVIRONMENT
Work is conducted in an office setting with some fieldwork and may require travel within the territory and/or the mainland.
