The City of Missoula Parks & Recreation Department is seeking an experienced Aquatics Facilities Manager to oversee the operations, maintenance, and development of the community’s indoor and outdoor aquatics complexes and spray deck facilities. This leadership position directs facility operations to ensure safe, efficient, and high-quality services that meet the recreational and wellness needs of Missoula residents.
The Aquatics Facilities Manager supervises aquatics facility staff, manages budgets and capital planning, oversees maintenance systems and construction projects, and ensures compliance with state and national pool operation standards. Working collaboratively with program staff, department leadership, and community partners, this role supports strategic planning and long-term sustainability while maintaining a strong focus on safety, risk management, and exceptional customer service.

- Supervise various employees, including assigning and reviewing work, performance evaluations, and training; participate in hiring, discipline, and termination decisions; provide support by correcting deficiencies, and building strengths to ensure effective working relationships.
- Collaborate with Aquatics Program Services to support the facilities and park usage for various programs, outside rentals, special events, open recreation swim activities, etc. to ensure maximum value and benefit to the community.
- Oversee and/or perform park aquatics facility development projects; manage construction projects.
- Coordinate the activities of aquatics facility staff with other department managers to facilitate efficient, effective, and professional departmental operations and delivery of services; coordinate with other agencies and groups to implement department plans.
- Develop and monitor facility budgets, including fee schedules, etc.; prepare proposed operating and capital budgets, in coordination with the Aquatics Program Manager, for the Aquatics division.
- Monitor the aquatics activities within the Park District #1 fund to ensure revenue for operational and maintenance costs; work in conjunction with the Aquatics Program Manager to generate a revenue balance for future expansion and attractions.
- Monitor maintenance and aquatics development goals and objectives; develop and/or adjust workplans to achieve the goals.
- Oversee all safety aspects and sanitation of aquatics facilities and equipment; develop and implementation of aquatics risk management policies and procedures, pertaining to facility maintenance and operations.
- Collaborate with National and State Policy leaders, elected officials, and others regarding interpretation of Federal and State laws regarding pool construction and operation, including the economical use of city resources.
- Assist with strategic planning for the department.
- Prepare a variety of reports, planning documents, and other materials.
- Respond to various complaints and inquiries.
- Perform other duties as assigned, based on training and qualifications.
- Knowledge of facility and recreation management principles and practices, including facilitating programs and special events, program development and implementation, staff management, training, risk management, etc.
- Knowledge of or the ability to learn public administration principles and practices, including budget management, strategic planning, collective bargaining agreements, contract implementation, procurement policies, etc.
- Knowledge of full-service concessions operations pertaining to the equipment and systems necessary to support food service.
- Knowledge of or the ability to learn City of Missoula Master Plan for Parks and Recreation, Active Transportation Plan, and the Parks and Recreation Master Fee Schedule.
- Knowledge of National Standards for Pool Maintenance and Operation, State of Montana Rule for Pools, Boiler and Pump motor Operation, Air Handler and Heat and Recovery Unit Operation, etc.
- Knowledge of and ability to promote department safety considerations, City safety policies, OSHA standards and guidelines, Americans with Disabilities Act, Health Department codes, etc.
- Skill in operating office equipment, various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment.
- Skill in utilizing recreation software relevant to POS transactions, reporting, program maintenance, registration, and facility reservations.
- Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.
- Skill in coordinating and leading safety training programs.
- Skill in maintaining various aquatics facilities, including indoor/outdoor pools, splash decks, lazy rivers, current channels, etc.
- Skill in maintaining pool chemistry, disinfectant systems, pumps, and filtration.
- Skill in identifying aquatics facilities maintenance needs, including cyclical and replacement plans and taking corrective action.
- Skill in negotiating and communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.
- Ability to prepare clear, accurate and concise reports for a varied audience.
- Ability to coordinate logistics for multiple programs and events, including staff scheduling, budgets, pricing of services, etc.
- Ability to maintain current knowledge, developments, and trends related to specific areas of focus and/or assigned projects.
- Ability to maintain and exhibit integrity and discretion in handling confidential and sensitive information.
- Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.
- Ability to learn departmental and City of Missoula practices and procedures, including Montana Code Annotated, Missoula Municipal Code, and various other federal, state, and local laws, ordinances, and regulations.
Working Conditions:- Position requires the ability to lift 50lbs or less.
- Work environment may include exposure to unavoidable weather conditions, occupational hazards, construction hazards, biohazard materials, and physical risks, including uneven terrain, loud noises, and working in high traffic areas, which require following basic safety precautions.
- Position requires on-call shifts to respond to emergencies outside normal business hours.
- Any combination of education and experience equivalent to seven (7) years’ experience in facility management, and maintenance, or another relevant field, including 2 years’ building maintenance experience to include electrical systems, plumbing, HVAC, pumps, boilers etc.
- Must have prior supervisory experience.
- Must have a valid Montana driver’s license with a verified acceptable driving record, or the ability to obtain within 60 days of hire.
- Will be required to pass a fingerprint background check, if 18+ years old and working with youth.
- Must have a Montana Department of Labor & Industry Boiler License.
- Must have an Aquatics Facility Operator certification or Certified Pool credentials, or the ability to obtain within six (6) months of hire.
- Current Lifeguard certification, preferred.
- NRPA Aquatics Management Professional certification, preferred.
- Maintenance Management certifications, preferred.
This position may be part of a VEBA plan which will impact payout of vacation and/or sick leave upon leaving the city as an employer.
