Administrator & Head of Business Outreach
We are seeking a results-oriented leader to serve as our Designated Administrator and Head of Business Development. This is a high-accountability role where regulatory compliance and aggressive market expansion are inextricably linked. The successful candidate will leverage deep-rooted relationships within the VA healthcare system to drive client acquisition and establish our brand as the primary choice for veteran care.
Key Responsibilities & Performance Mandates
1. Regulatory Administration (HHSC Compliance)
- Function as the Administrator of Record per 26 TAC §558.243.
- Maintain 100% "Survey-Ready" status; your standing in this role is contingent upon maintaining the agency's legal and clinical integrity.
- Directly supervise all staff and clinical documentation to ensure they meet state and federal audit standards.
2. Direct Market Penetration & Client Acquisition
- VA Partnership Management: Act as the primary liaison to the VA office, ensuring a consistent and growing pipeline of referrals.
- Brand Representation: Lead all community outreach, representing the agency at high-level events, medical networking groups, and veteran organizations.
- Revenue Growth: This position is responsible for hitting specific monthly and quarterly client census targets. Success in this role is measured by the net growth of active billable hours.
3. Operational Leadership & Field Quality
- Execute "Direct Care Audits" by performing occasional caregiver shifts or field visits to ensure service delivery aligns with the brand’s promise.
- Recruit and vet personnel who align with a veteran-centric service model.
Qualifications & Requirements
- HHSC Requirement: At least 2 years of management experience in a health-related setting.
- Proven Network: Demonstrated professional relationships within the VA Katy clinic or Greater Houston VA systems.
- Training: Completion of the 8-hour HCSSA Administrator pre-survey CBT.
Performance-Based Compensation Structure
- Annual Salary Range: $70,000-$90,000 for Administrative and Compliance oversight.
- Acquisition Incentive: Tiered bonus structure for every successfully admitted and retained VA or private-pay client.
- Retention Bonus: Quarterly incentives based on maintaining a zero-deficiency regulatory record alongside census growth.
