Administrative Technician, Senior*

The City of Richmond Department of Public Utilities is seeking a qualified Administrative Technician, Senior for Development Services. The selected incumbent will be responsible for answering general inquiries made by internal and external customers, and processing payments made by check, money order or online. This position is responsible for the processing gas, water and sewer permits; and performing data entry. The incumbent will be responsible for the creation of work orders for new service installations, verification of service installations and inspections and scheduling meter installations. Additionally, the Administrative Assistant, Senior will serve as liaison between DPU maintenance groups and developers, contractors and plumbers.
  • Providing information to customer inquiries by phone and in person related to the installation, upgrade and connection to gas, water and sewer utilities
  • Analyzing data from multiple resources to determine the availability and required connection fees related to gas, water and sewer services
  • Creation and update of customer accounts
  • Establishing and correcting the billing rates in the billing system based on permit information and assessor records
  • Processing permit applications and creation of service installation work orders for the installation, upgrade and relocation of gas, water and sewer services
  • Processing of utility connection fees for water, sewer and storm connections and preparing deposits for general fund.
  • Maintenance of spreadsheets and electronic files

  • Providing response to general inquiries
  • Providing administrative assistance as needed to the Lead Free Water Program.

MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED
  • Three years of related clerical or office support experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
  • Experience and knowledge of the following areas:
    • Customer service,
    • Municipal utility operations and maintenance;
    • CIS (Customer Information Systems),
    • DPU GIS applications,
    • Land Use Permitting Software,
    • Managing and scheduling time sensitive activities;
    • Analyzing and reviewing data from multiple sources and making a proper determination
    • Communicating with management
    • Managing and prioritizing multiple tasks.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A Notary Public designation may be required for some assignments.

In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary (exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects), but may differ based on area of focus. The working conditions may contain environmental hazards, depending on area of focus.
