Under the general administrative direction of the Executive Director, this position manages complex organizational and financial operations for the Mid-Ohio Valley Health Department. This six-county regional agency (with three additional counties for the WIC Program) requires a leader to oversee accounting, auditing, budget planning, financial data processing, and purchasing. The Director maintains departmental accounts, prepares specialized financial summaries, and supervises staff managing a complex accounting system.

Responsibilities -

System Execution: Develops and executes complex region-wide financial reporting systems.

Daily Operations:Directs daily fiscal operations and regional field staff.

Timekeeping & Assets:Manages the agency timekeeping system and property/inventory control.

Budgeting:Directs budget preparation and serves as the Chief Fiscal Officer for the custody and disbursement of funds.

Compliance:Evaluates program financial policies against regulatory guidelines and interprets statutes for management.

Ledger Oversight:Supervises the reporting of all receipts and expenditure on general ledgers.

Financial Reporting:Oversees the preparation of comprehensive financial, budgetary, and narrative reports used for program evaluation.

Auditing:Manages annual agency audits and individual program-specific financial audits.

Training:Determines staff development needs for financial and computerized systems.

Representation:Represents the agency on local and state-level financial committees.

Security:Acts as the Chief Security Officer and HIPAA Security Officer for Electronic Protected Health Information (ePHI).

Knowledge, Skills, and Abilities –

Management:Proficiency in public management (planning, staffing, training, and budgeting).

Leadership:Demonstrated ability to supervise and lead a professional team.

Technical:Ability to manage electronic financial systems and apply computer capabilities to improve procedural efficiency.

Expertise: Deep knowledge of accounting policies, practices, and methods.

Software: Skilled in using computers for accounting spreadsheets and calculators for precise data management.

Training:Graduation from a regionally accredited college or university with a degree in the area of assignment. Accounting degree preferred.Substitution: Experience as described below may substitute for the training requirement on a year-for-year basis.
Experience:Four years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement:A valid driver's license may be required.
