Under direct supervision, performs a variety of technical accounting duties involving the preparation, maintenance, and processing of accounting records and financial transactions; and performs related work as required.

Accounting Technician I -This is the entry-level classification in the technical fiscal series. Positions in this class perform a variety of specialized level accounting functions under supervision or review. Incumbents in this position require the ability to work independently. This class is distinguished from the lower class of Account Clerk by the performance of technical accounting duties that require greater knowledge in processing financial and statistical records; explaining County accounting policies and procedures relating to the assigned area of responsibility; and independence in processing financial and statistical accounting transactions. The classification is distinguished from the Account Technician II in that the latter has greater technical knowledge and abilities and exercises more autonomy over assigned duties.Performs a full range of complex tasks and works under direction within a framework of established procedures. At this level, incumbents work with only occasional instruction or assistance. Work is reviewed upon completion and for overall results; involves interpretation of policies, procedures, and guidelines; and may involve the development of recommendations consistent with directives, policies and regulations.

Accounting Technician II -This is the journey-level classification in the technical fiscal series. Positions at this level require in-depth specialized knowledge and experience in processing financial and accounting transactions and often exercise independent judgment in the performance of their duties. Work is performed within a broad framework of general policy and is judged primarily on overall results with great latitude in determining work methods and assignment requirements. Employee exercises authority over assignments and make decisions required to complete the work. This class is distinguished from the lower technical class of Account Technician I in the performance of advanced technical accounting duties. It is distinguished from the next higher class of Accountant I in that the latter handles professional accounting duties.

Bilingual in Punjabi is preferred but not required.

Vacancies may fill at either level I or level II. Candidates need only to apply once; all applications will be screened for the minimum requirements at the highest level they are qualified for. In the case of higher-level vacancies, names from the eligible list will be referred based on qualifying level. For lower-level vacancies, higher level candidates on the eligible list may not be excluded from being referred.

Accounting Technician I -

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

  1. Performs technical accounting tasks in maintaining fiscal records and other reports, including preparing and posting journal and ledger entries. One or more of the following general disciplines may be involved: accounts payable, accounts receivable, fixed assets, general ledger, and/or payroll.
  2. Receives, processes and disburses revenues.
  3. Prepares bank deposits and reconciles bank statements.
  4. Maintains complex accounts and ledgers.
  5. Maintains departmental files and records.
  6. Responds to requests for information or assistance and coordinates accounting activities with other County departments.
  7. Establishes new accounts and funds as needed.
  8. Assists in the preparation, including statistical typing, of budgets, financial statements, schedules, and other statistical and financial reports.
  9. Identifies and resolves problems and inconsistencies, determines corrective entries to maintain accounting controls.
  10. Audits reports and statements to assure accuracy and completion.
  11. Prepares reports allocating overhead and support service costs among programs.
  12. May conduct sales of real and personal property.
  13. May research civil codes and process legal documents and permits.
  14. Performs related duties as assigned.
EXAMPLES OF MARGINAL DUTIES
  1. Answers telephone takes messages and/or directs calls as appropriate.
  2. Supports the routine duties of accountants and other related work as needed.
  3. May be tasked with performing specialized accounting technical duties for special programs.

Accounting Technician II -

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.
  1. Performs a variety of technical accounting duties in the preparation, maintenance and review of financial records and reports in assigned area.
  2. Audits and prepares collections, deposits, journal entries, and/or claims; posts to computerized accounting system, ensuring allocation to correct fund/department.
  3. Researches and resolves financial or statistical discrepancies.
  4. Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports and records.
  5. Assists in processing County payroll, revenue, property taxes, sales tax and general ledger functions as assigned; prepares, maintains, and balances complex accounting records.
  6. Prepares journal entries; performs month and year-end closing of accounting records.
  7. Develops and maintains accounting systems; provides technical instruction to department personnel regarding accounting procedures and methods; assists other departments with review and balancing of accounts.
  8. Advises department staff and/or staff in other County departments on technical accounting issues and proper accounting procedures.
  9. Reviews expenditures; distributes costs to proper accounts and activities.
  10. Distributes costs of labor, materials, and supplies to proper cost control accounts.
  11. Performs related duties as assigned.
EXAMPLES OF MARGINAL DUTIES
  1. Reviews time entry and monthly work orders to ensure proper billing of services.
  2. Maintains inventories.
  3. Supports the routine duties of accountants and other related work as needed.
  4. May assist with the reconciliation of the annual budget.
  5. Coordinates revenue and expenditure activities with other County departments.
Accounting Technician I

The following are the minimum qualifications for this position. Possession of these qualifications does not ensure that an applicant will be interviewed. Applications will be reviewed in comparison with all other applications received.

Knowledge of:
Principles and practices of advanced financial record keeping/bookkeeping; computerized data processing principles; basic accounting principles; modern office procedures and equipment; and basic mathematics. May require knowledge of civil procedures and court filing policies.

Ability to:
Understand and interpret principles, laws and procedures involved in fiscal record keeping and accounting; learn laws, codes and statutes associated with assigned work and apply them appropriately; maintain accurate ledgers and journals; analyze data and draw sound conclusions; reconcile bank statements; work independently; communicate effectively orally and in writing.

Education and Experience:
Two (2) years of full-time experience equivalent to an Account Clerk with Sutter County;
OR
Three (3) years of full-time experience working with financial or statistical records
OR
An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and one (1) year of full-time experience comparable to an Account Clerk in Sutter County;
OR
Any combination of education and experience that provides equivalent knowledge, skills and abilities.

Accounting Technician II

Knowledge of: Basicprinciples and practices of financial record keeping; basic governmental accounting principles; modern office equipment and methods including use of computer applications in word processing, spreadsheets, databases and financial applications; accounting methods related to the processing and recording of financial information; principles and practices of routine analytical techniques; customer service principles and problem resolution techniques; Federal, State and local laws, policies and procedures related to area of assignment.

Ability to:
Understand and interpret principles, procedures, policies, and regulations related to fiscal record keeping and accounting functions; research and compile technical and financial information; make accurate mathematical calculations; maintain ledgers and journals; analyze data, identify and resolve discrepancies; complete and reconcile various accounting statements; work independently in the absence of supervision; communicate clearly and concisely, orally and in writing; work with various cultural and ethnic groups in a tactful and effective manner; establish and maintain cooperative relationships with those contacted in the course of work.


Education and Experience:
Two (2) years of full-time experience equivalent to an Account Technician I with Sutter County;
OR
An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and one (1) year of full-time experience equivalent to an Account Technician I with Sutter County;
OR
Four (4) years of full-time highly responsible accounting support experience involving the review, processing and maintenance of fiscal transactions and accounts or statistical data and records;
OR
Any combination of education and experience that provides equivalent knowledge, skills and abilities.

Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry, and/or use of calculators, ten-key adding machine, or use of other office equipment or supplies. Work is primarily performed in an office environment, and the position may require prolonged periods of computer and monitor use.

Disaster Service Workers:
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.

License or Certificate:
This classification may require a valid California driver’s license.
