Accounting Supervisor*

The City of Richmond Department of Public Utilities is seeking a qualified Accounting Supervisor to oversee the finance and accounting operations as related to General Accounting, Fixed Assets, Accounts Payable and Debt. This role oversees daily operations, monitoring progress towards objectives, overseeing changes in policies and procedures, reviewing and approving requisitions. This role ensures the accuracy, integrity, and compliance of financial activities within these areas. This position will oversee the Department of Public Utilities’ portion of the City’s Annual Financial Report, comparative financial statements, continuing disclosure statements, and official statements for bond offerings.
  • Oversee and manage fixed assets, including tracking, depreciation, and reporting
  • Assist with debt management by monitoring obligations and coordinating timely payments
  • Serve as the primary liaison for internal and external auditors, ensuring accurate and timely information exchange
  • Lead the preparation of the annual financial report and related schedules in compliance with applicable standards
  • Supervise accounts payable and accounts receivable functions, ensuring accuracy, timely payments, and compliance with regulations
  • Monitor key performance indicators
  • Review and approve journal vouchers and invoice corrections
  • Resolve escalated vendor issues and other discrepancies to maintain compliance and proper financial controls
  • Stay current with major accounting standards, including GASB and FASB, and ensure organizational compliance
MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business administration, finance, accounting, or related field
  • Five years of journey-level professional accounting experience
  • Two years of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
  • 7 years of general accounting experience

In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
