ABOUT THE ROLE

The Accessibility Program Manager is the senior leader of BrightLeaf’s accessibility practice. You’ll carry full accountability for the project lifecycle — from client discovery and scoping through remediation, quality assurance, and final delivery — across document and web accessibility engagements serving state and local government clients.

This is not just a project coordination role. You’ll develop and directly lead an internal team of expert document remediators and web accessibility advisors — establishing the standards, processes, and culture that define how BrightLeaf’s accessibility practice performs at scale. WHAT YOU'LL OWN


Client Management

•  Serve as the primary day-to-day client contact for accessibility engagements, building trusted relationships with government agency stakeholders

•  Conduct upfront project discovery with clients to gather all information needed to scope, cost, and schedule accessibility work — including document inventories, web properties, formats, volumes, and deadlines

•  Set and manage client expectations throughout the project lifecycle, proactively communicating status, risks, and issues

•  Resolve client concerns and project complications with professionalism and a solutions-first orientation

•  Maintain strong, long-term client relationships that support recurring and expanded engagements


Project Management

•  Lead end-to-end project management for accessibility engagements — from kickoff through final delivery — ensuring all work is completed on time, within budget, and to the client’s satisfaction

•  Develop detailed project plans including work breakdown structures, task assignments, schedules, and budgets

•  Coordinate and manage internal staff and accessibility vendors, assigning work, tracking progress, enforcing quality standards, and managing performance issues

•  Ensure quality assurance review of all deliverables prior to client submission, verifying WCAG 2.1 AA conformance and format-specific remediation standards

•  Track and report project financials — hours, vendor costs, burn rate against budget — throughout each engagement


Internal Team Building & Leadership

•  Recruit, develop, and lead an internal team of expert document accessibility remediators and web/application accessibility advisors operating on a project basis

•  Set clear expectations, provide regular feedback, and hold team members accountable for quality, timeliness, and adherence to BrightLeaf’s remediation standards

•  Match team members to projects based on expertise, format specialization, and availability

•  Identify skill gaps and address them through hiring, targeted coaching, or structured skills development

•  Foster a team culture of excellence and shared ownership — where every remediator understands their work directly affects the accessibility experience of real people


Standards, SOPs & Practice Scalability

•  Define and document the full accessibility project lifecycle in clear, practical Standard Operating Procedures that the entire team operates by

•  Establish format-specific remediation standards for every document type BrightLeaf remediates: Word, PDF (tagged), PowerPoint, Excel, fillable forms, applications, and websites

•  Build and maintain QA checklists, audit templates, and review frameworks that make quality verification systematic rather than judgment-dependent

•  Stay current with evolving accessibility standards, regulations, and tools — including WCAG 2.2, Section 508, and state-specific requirements


Proposal & Scope Development

•  Lead the scoping and estimating process for accessibility proposals, developing work breakdown structures, staffing plans, and detailed cost estimates

•  Collaborate with the Proposal Manager, Operations Analyst, and Director of Contracts and Growth Strategy to develop winning, compliant proposals

•  Translate client requirements and RFP language into accurate, clearly written scope narratives and deliverable descriptions

•  Maintain documentation of completed project data — hours, costs, timelines — to improve estimating accuracy over time


REQUIRED QUALIFICATIONS


•  Working knowledge of WCAG 2.1 AA accessibility requirements for both documents and web content

•  Familiarity with accessibility standards and remediation for Word, PDF (tagged), PowerPoint, Excel, fillable forms, applications, and websites

•  2+ years of experience managing accessibility work, including direct coordination with clients and accessibility resources

•  Demonstrated experience building, leading, or managing a team — setting standards, providing feedback, and holding people accountable

•  Experience creating or implementing SOPs, quality frameworks, or process documentation in an accessibility or professional services context

•  Demonstrated ability to scope, estimate, schedule, and manage projects to budget and timeline, with strong documentation practices

•  Exceptional written and verbal communication skills — able to write clearly for both technical and non-technical audiences

•  Strong quality assurance instincts — detail-oriented, thorough, and unwilling to let substandard work pass

•  Bachelor’s degree or higher in a related discipline (communications, information technology, public administration, or similar)


PREFERRED QUALIFICATIONS


•  Hands-on experience performing accessibility document testing or remediation (not just managing it)

•  Familiarity with state and federal accessibility regulations applicable to government agencies, including Section 508 and WCAG requirements

•  Experience with government clients or public sector contracting environments

•  Familiarity with web accessibility testing tools (e.g., axe, WAVE, NVDA, JAWS)

•  Experience contributing to government proposals or RFP responses
